The purpose of this BAA modification is to clarify the following four administrative matters: 1. On page 10 Contracting Points of Contact make the following changes: a.) Change the phone number for Capt Wodochek FROM: (505) 846-7197 TO: (505) 846-9288 b.) Change contact information for Michael Barger FROM: "The Contract Administrator for the BAA is Mike Barger, SDTW/PK, Kirtland AFB, NM, (505) 853-8353; E-mail: Mike.barger@Kirtland.af.mil" TO: TRI Contract Specialist: Michael Barger, SDTW/PK, Kirtland AFB, (505) 853-4267; E-mail: Michael.barger@kirtland.af.mil c.) Add the following: Contract Specialist: James (Jim) Swartz, SDTW/PK, (505) 846-7878, james.swartz@kirtland.af.mil 2. The following is a clarification of "SWIR" and associated passive cooling. There have been a number of questions as to the definition of "SWIR" and how far into the infrared would the ORS like the system to go. Generally, SWIR implies 1 micron to 3 microns in wavelength. The ORS Office would like proposers to consider possible solutions out to 5 microns, if possible. In order to achieve this, some active cooling approach might be required. A thermal electric cooling option can be considered, since it has no moving parts. Cryo-coolers can be proposed, but, cost, schedule and jitter should be considered. This clarification can result in increased complexity to the options proposed, but, in proposing an option that can achieve 5 microns, either a single sensor or multiple replacement sensors can be proposed. Contact Dr. Mark Franz, Operationally Responsive Space Office, 3548 Aberdeen Ave SE, Bldg 382, Kirtland AFB, NM 87117. Phone: (505) 853-2469, DSN: 263-2469, for additional clarification. 3. Clarification: Reference page 17, Section III, Additional Information, Volume II, Cost Proposal - {No Page Limit}, paragraph 1(c): Change paragraph 1(c) to read: If you are submitting a proposal, other than a Firm Fixed Price proposal, you must submit a copy of your cost proposal to your cognizant Defense Contract Audit Agency (DCAA) office upon submission of your cost proposal. 4. Clarification: Reference page count information for BAA 03: The correct page count limit for BAA 03 is 32 pages as originally stated and is not limited to 25 pages as printed in the previous amendment. In addition, a reminder, Organizational Conflict of Interest (OCI) information is not included in the page count limits.
