Description
This is Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that the government intends to award a sole source contract for sustainment services of the System Analysis Tool (SATool) from Quantum Data Metrics (QDM) to support USAF Single Manager Requirement's for weapon systems for the SMC SLG located at Peterson AFB, CO 80914. Description of Supplies/Services: The System Analysis Tool (SATool) application is a unique weapon system management tool, which provides the following: - System Executive Management Reporting - Analysis of maintenance data to support maintenance concept - Analysis of data to identify parts with high failure rates - Analysis of data to support budget forecasting - Access to legacy system data SATool is vital to the Government logistics management systems architecture because it provides crucial logistics information to Program Element Officers (PEO), System Program Directors (SPD), Program Managers, Government Engineers, and Equipment Specialists to assist in making critical day-to-day war fighter logistics support decisions that directly impact war-fighter readiness. Therefore, the existing level of service, quality, and data accuracy cannot be compromised. The SATool application interfaces with many unique Air Force and DoD Legacy data systems, believed to be proprietary: D200A, D035, Weapon Systems Maintenance Information Systems (WSMIS), and the Core Automated Maintenance System/Reliability, Availability, and Maintainability Information System (CAMS/REMIS). SATOOL has four primary sources of data and approximately 75 unique data elements. Each of these systems and unique data elements requires a detailed knowledge of each element and the associated detailed set of business rules. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The responses to this synopsis will be used to confirm that this remains a sole source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding a follow-on contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Mr. Rick Cournoyer, SLG/PKW, 1050 E. Stewart St, Peterson AFB, CO 80914, or electronically to richard.cournoyer@peterson.af.mil. Responses must be received not later than COB 23 Apr 2008. All documentation shall become the property of the Government. Firms responding must indicate the following information: Eligibility to the 8(a) program. Indicate the business size: small business or small disadvantaged business, veteran owned small business or HUB Zone certified, and indicate the appropriate NAICS code. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
