- Description
- This notice serves as a presolicitation notice/procurement synopsis for the High-Speed Anti-Radiation Missile (HARM) Targeting System (HTS) Program Office. The 308th Armament Systems Wing (ARSW), 693d Armament Systems Squadron (ARSS), intends to issue a follow-on sole source award to Raytheon Company in Tucson, AZ. This effort is to provide HTS Contractor Logistics Support, including depot repair services and sustaining engineering for HTS pods, as well as an entire variety of other HTS sustainment-related services and supplies as an as-needed basis thereby maintaining HTS availability for war fighter use with a performance date beginning 1 December 2008. This pre-solicitation notice covers all CLINs under the proposed contract, including any option CLINs and other CLINs for non-recurring work. The HTS Contractor Logistics Support (CLS) is anticipated to be Firm-Fixed Price (FFP) for the recurring repair and sustaining engineering effort. The non-recurring effort will be awarded on an as-required basis under separate over and above CLINs. These separate over and above CLINs are anticipated to be priced as FFP, Time and Materials (T&M), Cost Plus Fixed Fee (CPFF), or Cost Plus Fixed Fee (CPFF) with performance incentives. The contract is planned to be awarded in November 08 as a one-year contract with two one-year options (1 Dec 08 - 30 Nov 11). The estimated value of this contract (to include all options) is $75M. The Government intends to solicit and negotiate a Request For Proposal (RFP) via Integrated Product Team (IPT) pricing with only one source under the authorities of FAR 6.302-1(a) (2) (iii) and 6.302-6 (a) (2). The Government does not have complete and adequate data, special materials, facilities, tooling, or test equipment which will be required in the performance of the contract. Also, HTS contains an acknowledged Special Access Required (SAR) anti-tamper program which limits disclosure of information necessary to perform the contract. The anticipated award date for this acquisition is 15 Nov 08. Since this requirement will be done via IPT pricing, the letter of solicitation, proposal, model contract, and negotiations will be done jointly with the contractor. This is expected to begin in early Jun 08. The NAICS Code/Size Standard is 811219/$6.5M.
