- Description
- The Naval Air Systems Command, Air Crew Systems Program Office (PMA-202) intends to award a Basic Ordering Agreement (BOA) to Martin-Baker Aircraft Company, Ltd., (MBA), Middlesex, England, for the issuance of firm fixed price and cost type orders against a basic ordering agreement. The proposed BOA is for the procurement of supplies and services in support of the Navy Aircrew Common Ejection Seat (NACES) program including engineering, testing, manufacturing, and installation of change kits for end-items, change kits for support equipment, change kits for spare and repair parts, support equipment, spare and repair parts, services and materials necessary to bring Government Furnished Equipment (GFE) up to standard; software support; Repair of Repairables (ROR) for the U.S. Navy and Foreign Military Sales (FMS) customers; contractor technical support; technical manuals; provisioning technical documentation; training; engineering studies and investigations; integrated logistics support (ILS); engineering drawings, associated lists and related data. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented under Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MBA is the sole designer, developer, and manufacturer of NACES; as such, only MBA has the requisite knowledge, technical expertise, and complete technical data package to perform the efforts in the required timeframe and maintain the safety of flight requirements. It is anticipated that a BOA shall be awarded for a base period of five years. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command. Note 22 applies.
