Description
Contracting Office Address: MNSTC-I JCC-I, ATTN: MNSTC-I Support Division, Baghdad, Iraq, 09348 Description: This combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested under solicitation number W91GY0-08-Q-0107. A written solicitation will not be issued. The purpose of this combined synopsis/solicitation is to identify sources for a contract involving the expansion of an existing Defense Private Network (DPN). This digital cellular telephone network in Iraq is used as a command and control tool and a current requirement exists to add an additional location to this network. This notice is a request for competitive proposals or price quotations. The Multinational Security Transition Command, Iraq (MNSTC-I), Joint Coalition Contracting Iraq (JCC-I), is the contracting office for this contract. The requirement is to provide cell phone service at the designated site at FOB Gabe (10 KM) uplink radius coverage area. The requirement also includes 250 Nokia or equivalent GSM Cell phones with "SIM" chips for the site. Any solution to provide greater uplink coverage will be considered, as long as it compatible with the existing DPN equipment and the existing service level. The customer desires the contractor to provide commercial off the shelf (COTS) equipment to fulfill this requirement. The contractor shall develop a Quality Assurance Program to ensure required service levels are met and to ensure new equipment at the new site is compatible with the existing DPN. The contractor shall provide all personnel; supervisory and administrative as well as the direct labor required to accomplish all work associated with this contract. The contractor is expected to provide their own life support and security for their on-site team. The government expects to award a Firm Fixed Price Contract. Evaluation criteria will be made using Lowest Price Technically Acceptable. Responses shall include 1) Contractor name and address; 2) Potential sources should identify their management experience; 3) Capability to provide services; 4) Past experience; to include a brief description of similar services performed in Iraq. 5) Current relevant services support contracts. 6) Schedule time line of site installation and operational date. Submit information on current and past projects that are not more than 4 years old with a brief description of the contractor's responsibilities. Please limit submittals to 15 pages. The Government may or may not award a contract based on this solicitation. A site visit is scheduled for 22 April 2008. The solicitation document and incorporated provisions to clauses are those in effect through Federal Acquisition Circular FAC 2005-22, effective 24 December 2007. This action is being solicited as a full and open competition. The NAICS code for this action is 517210. Exact delivery instructions will be provided with the contract. Request proposal reflect a schedule to meet an operational date of 30 June 2008, however, offerors are encouraged to propose alternate schedules if that date cannot be realistically met.
