Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be used. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. The North American Industry Classification System Code is 561740 at $4.5M size standard. The award will be made on or about 1 May 2008. No telephone inquiries will be accepted. THIS SOLICITATION WILL NOT RESULT IN AN ORDER AGAINST A FEDERAL SUPPLY SCHEDULE. ANY OFFER WHICH IS PREDICATED UPON THE AWARD BEING PLACED AGAINST AN FSS WILL NOT BE CONSIDERED. The Air Force District of Washington Acquisition Division has a requirement for a Contractor to provide carpet cleaning service to the National Military Command Center (NMCC) located in the Pentagon. Period of performance is base year plus 3 option years with carpet cleaning services to be provided in May and September of each year. The NMCC supports the Secretary of Defense (SECDEF) and Chairman of the Joint Chiefs of Staff (CJCS). This agency receives numerous visits from high ranking domestic and foreign visitors requiring that the facility's appearance must remain at a high standard. In order to support this, the NMCC must clean the carpet on the raised flooring system and still be able to maintain its mission. The contractor shall provide all management, tools, supplies, and equipment and labor necessary to clean and shampoo carpet at the NMCC. The Contractor shall perform in accordance with the attached Statement of Work. FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration, (IAW FAR 4.1201 prospective contractors must be registered in the Online Representative & Certification Application (ORCA) at http://orca.bpn.gov ) The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Late offers - Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follows: 52.252-1, 52.252-5: (b) DFARS (Chapter 2), and 252.225-7000. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Past Performance 2) Technical Capability 3) Price Note: Technical and past performance, when combined, are more important. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offeror must include, with its offer, a completed copy of provision FAR 52.212-3 in full text. FAR CLAUSES: The clauses at 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; 52.217-8, Option to Extend Services; and 52.217-9, Option to Extend the Term of the Contract, are hereby incorporated. Addendum to FAR Clause 52.212-4 applies to this acquisition. The following clauses have been included by Reference: 52.203-3, 52.209-6, 52.212-1, 52.212-4, 52.233-3, 52.233-4, 52.242-15, 52.252-6, 52.253-1, 252.204-7003, 252.219-7011, 252.225-7001, 252.225-7002, 252.232-7003, 252.243-7001, 252.246-7000. The following clauses have been included by Full Text 52.212-3, 52.252-2, 252.212-7001, 5352.201-9101, 5352.242-9000 and 52.212-5, Contract Terms and Conditions Required to Implement Status of Executive Orders-Commercial Items apply to this acquisition, specifically, the following cited clauses: 52.219-6, 52.219-1, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222.36, 52.222-37, 52.232-33, 52.232-36, 52-233-3 and 52.233-4. All responses must be received no later than 2:00 pm Eastern Standard Time, 18 April 2008, and e-mailed to Mr. Michael V. Lee at michael.lee@afncr.af.mil and SSgt Ronette McBean at ronette.mcbean@afncr.af.mil. This will be a 100% Small Business Set-Aside. An official authorized to bind your company shall sign the offer.
