- THIS IS A REQUEST FOR INFORMATION ONLY (SOURCES SOUGHT and RFI). PLEASE DO NOT INCLUDE ANY PRICING INFORMATION IN YOUR CAPABILITY STATEMENTS. This Sources Sought is issued for the purpose of determining if there are at least three (3) responsible Small Business concerns capable of meeting the Agency's requirement. In addition, interested sources must submit a brief Capability Statement SPECIFIC to the requirements outlined in this announcement. Accordingly, the Bureau of Reclamation (BOR) intends to use ONE of five NAICS that follow (238990, 332323, 332999, 333999 OR 541490). It is anticipated that the period of performance will consists of one base year, plus four one-year option periods. Key objective of the resultant contract is to obtain U.S. Department of State Crash-Certified Vehicle Barriers, to prevent unauthorized vehicular access to Reclamation Facilities; and work under the anticipated contract will consist of, but will not be limited to: The design, procurement, and installation of complete and useable vehicle barrier systems at designated Reclamation facilities. Work under the anticipated contact shall include the design, furnish, install, testing and commissioning of both active and passive vehicle barriers at various BOR locations. Active barriers are defined as operable (either manual or automated), opening/closing barriers intended to prevent access to Reclamation assets by motor vehicles having a load capacity of more than 1000-lbs net weight. Passive barriers are defined as immobile, non-operable, non-opening barriers intended to prevent access to Reclamation assets by motor vehicles having a load capacity of more than 1000-lbs net weight. Core features and tasking specific to this requirement will include, but is not limited to: Barrier system shall be a U.S. Department of State certified barrier system with a rating of K12/L3 or equal. Barrier and auxiliary equipment shall be of a proven design. Manufacturer shall provide documentation of experience in barrier installation and provide documentation of system performance and reliability. The manufacturer/offeror shall have substantial past performance experience with providing crash-certified barriers to the U.S. Government. The Manual Swing-Arm Vehicle Barrier requirements shall consist of a crash beam, bearing assembly, hinge end support column locking end support column with provisions for a tamper resistant latch mechanism, mounting hardware (the Tamper Resistant latch mechanisms and features are of SIGNIFICANT IMPORTANCE to BOR). The latching mechanism shall be inaccessible when the barrier is in the closed position. The automated barrier shall be of the same manufacturer and type as that of the manual swing-arm barrier, with the addition of features required to provide for remote operation and monitoring of the barrier. All vehicle barriers (both manual and automated) will require the furnishing and installation of reflective traffic signs. Work will also include: Site visits and corresponding engineering site survey reports; preparation of barrier system manuals; testing plan reports, and Project Management reports. Interested Small Business concerns shall e-mail or fax a brief capability statement, signed by a corporate official with authority to bind the company. The capability statement shall not exceed ten (10) pages, and must describe the company's ability to meet the features and work requirements identified above (i.e., specific to this RFI). Interested firms must identify their Small Business Status (e.g., 8(a), HUBZone, service-disability veteran-owned, American/Alaskan Native Company (ANC), etc.). Interested parties may also include a GSA contract number and corresponding schedule number (if applicable).
