Description
The U.S. Army Research, Development and Engineering Command, ArmamentResearch, Development and Engineering Center, Picatinny Arsenal, NJ 07806-5000, is conducting a Market Survey to identify potential sources that shallprovide a wide variety of engineering and manufacturing services, technicalmanagement support, and integrated logistics support, program managementsupport, engineering infrastructure support mission, performance support andmaterials and equipment. The forgoing will be provided to support concepts,designs, research, development and engineering, manufacturing and fielding forartillery systems, artillery armaments, mortar systems, Indirect fire weaponplatforms and related supporting systems and technologies. The services willbe provided in support of Weapons & Software Engineering Center (WSEC),Indirect Fire Armament Division, related and supporting elements of WSEC,RDECOM-ARDEC and TACOM as well as agencies, and activities supported by ARDEC. The services and activities involved may include, among other activities,engineering, design, test, and analysis and feasibility studies. Thecontractor may be required to conduct production and manufacturingtechnologies, processes and methods studies; materials investigations andevaluations, and fabricate or supply prototypes, test instrumentation, andhardware. The contractor shall be called upon to perform computer aided designusing PRO-Engineer design tools, analysis, develop testing techniques, designand fabricate various types of tooling, develop special assembly and testequipment, generate quality assurance documentation and to prepare engineeringdrawings and technical data for design and/or manufacturing/production inaccordance with MIL-STD-100. In addition to hardware, the contractor may berequired to prepare CAD-E and manual layouts for electronic circuitry, printedand integrated circuit designs and determine functional electronic hardwareand software specifications and perform other CAD-E analyses as may berequired by individual task orders. The contractor shall perform technical reviews and evaluations of development,product improvement of production programs and provides writtenrecommendations, assessments and finding as required by individual taskorders. Conduct independent design reviews at system, subsystem or componentlevel including all disciplines involved in armaments development, testing,and production and fielding. The contractor shall perform engineering ortechnical analyses of design, development and fielding issues including butnot limited to systems, projectile interior and exterior ballistics, recoilsystems and thermal management. It also includes concept and requirementsdefinition and trade studies and evaluations of corrective actions aimed atsolving test issues to include failure analyses and design changes proposedfor government configuration control purposes. The contractor shall prepare,edit, modify and submit draft technical documents concerning development,production, and fielding plans. The contractor shall also provide baselineand cycle cost estimates utilizing GRANT and PERT networking charts to reflectschedules, cost, performance and risk analyses including financial impact.The contractor must have at least 5 years experience in evaluating andpreparing proposed changes to the Technical Data Packages (TDPs), revise theoriginal technical data In Accordance With (IAW) Engineering Change Proposals(ECPs) approved by the Government, and release associated Engineering ReleaseRecords (ERRs). Technical data changes include drawings, Quality AssuranceProvisions (QAPs), packaging instructions, purchase descriptions andspecification requirements. The contractor shall also prepare calculations,layouts, drawings, sketches, schematics, charts, or any other visual depictionor analytical tools necessary to effectively evaluate or recommend changes forresearch or development projects, or production. It also includes design orredesign studies to improve performance or reliability, or to correct known orpotential deficiencies. Results of the analyses and studies shall bedelivered to the Government (DI- MISC-80508). The contractor shall provide test and evaluation support to AID weapons andammunition programs to assure adequate and efficient testing by maximizingintegration of test requirements. The contractor will also interact with thegovernment test community as necessary and conduct independent on-sitemonitoring to assure compliance with requirements and will fully document theprocess utilizing Test and Evaluation Master Plans and Reports to furnishresults and data to the Test Integrating Work Group meetings. The contractor shall be required to design, analyze and fabricate test sample,models and prototypes as required by individual task orders including the useof rapid prototyping activities at ARDEC. The contractor shall also modifyexisting configurations and test models and design prototype of subsystems andcomponents, and build mock-ups of items as required. These modifications,prototypes, or mock-ups shall be fabricated to the extent required to conductvalid test and evaluation of design concepts, product improvements, materialchanges and conduct trial installations and testing of modifications whenrequired. The contractor shall be well verse in areas of simulation, modeling, anddesign analysis utilizing independently developed computer hardware andsoftware systems. The contractor must also be, well verse in the specificproduct development tools used at ARDEC such as PRO-Engineer, DADS, ANSYS,Mechanica, and in the use of ARDECs Integrated Data Environment (IDE) as anyfederal engineer. The contractor shall utilize a highly competent andexperienced staff with no less than 5 years artillery and indirect firesystems experience and be familiar with all aspects of armament designengineering, manufacturing and production technologies. The contractor shallalso be experienced in various test methodologies, state of the artengineering, design, development, automation, and quality assurancetechnologies, processes, engineering materials, equipment, techniques andprocedures. The contractor is required to supply manpower to conduct supporton site at RDECOM-ARDEC.
