Description
The U.S Army Joint Munitions and Lethality Life Cycle Management Command,Picatinny Arsenal, NJ in support of the Product Manager, Mortar Systems, isconducting a market survey to identify potential sources for delivering setsof Basic Issue Items, and Direct and Organizational Support Tools for the M22460mm Mortar Systems, M252 81mm and M120 120mm Mortar Systems. This proposedcontractual action will rely on a system integrator capable of making orbuying the components comprising the sets of mortar support equipment. Thisequipment is to be manufactured, inspected, assembled, packaged, and shippedin accordance with Government TDPs and applicable contract requirements.This notice is a Sources Sought / Market Survey Announcement; a solicitationis NOT available at this time. The government plans to convene a BiddersConference and welcomes both interested sources as well as potentialsuppliers. Many of the components will available for your perusal during thisconference. Potential sources should have a Quality System equivalent to ISO9000:2000, experience in qualifying and managing vendors and prior contractexperience with efforts of similar complexity. This contract will require thedelivery of Tritium bearing components. Producers and handlers for the M67Sight Units, Tritium Lamps and Range Indicators will require NRCCertification. Reducing the number of times these tritium bearing devices arehandled can reduce certification needs. The Basic contract will require themanufacturing of about 49 each BII and 100 each organizational tool sets forthe 60mm mortar systems, 50 each BII and 17 each organizational tool sets forthe 120mm mortar systems, and 27 each BII and 7 organizational tool setsfor the 120mm mortar systems. There will also be four option years withcorresponding ranges. The anticipated contract will require the successfulcompletion of a First Article inspections. After successful completion of allFirst Article requirements, lot acceptance will be invoked in accordance withapplicable Quality Assurance Provisions (QAP), drawings, and contractrequirements. Proof Acceptance Testing (PAT) will be used to accept productionrun pieces per the sampling plan included in the PAT test plan. The FirstArticle samples will be required to be submitted to the Government seven (7)to nine (9) months after contract award. Interested Offerors should provide,at no cost to the Government, a summary of their firms past experience,capabilities, size of business (small or large business), description offacilities, personnel, equipment, tooling, quality control of material andprocesses, packaging, storage facilities, subcontractors and major vendors,and any other information and areas of expertise that will demonstrate to theGovernment that they will be able to achieve the effort described herein.All information is to be submitted at no cost or obligation to the Government;information provided will not be returned. All responsible, interestedOfferors are encouraged to submit their capabilities / qualification data andany pertinent information via email, or electronically, No LATER THAN05/9/2008.
