- Description
- This is a combined sources sought/synopsis issued by The Army Contracting Agency (ACA)/Contracting Center of Excellence (CCE) at the Pentagon, seeking all potential small businesses to provide the Headquarters Department of the Army, G8, Force Development with support in research, analytical, programmatic, communications, and liaison support in order to ensure successful execution of its responsibilities. This notice is open ONLY to all certified and qualified small businesses with the NAICS code 541611 and a size standard of $6.5 million. A labor hour contract with a period of performance for a base year and three (3) option years is anticipated for the G-8 Force Development Directorate effort. (Base Year: 1 AUG 2008 - 31 JUL 2009,Option Year I: 1 AUG 2009 31 JUL 2010, Option Year II: 1 AUG 2010 31 JUL 2011, Option Year III: 1 AUG 2011 31 JUL 2012, Option Year IV: 1 AUG 2012 31 JUL 2013). The place of performance will be at the Pentagon/Taylor Building in Crystal City, Virginia and Fort Huachuca, Arizona and will require Contractor personnel to have at a minimum Secret clearance. Interested small businesses are encouraged to submit their capability packages which shall include the following: Current/Past experience in the tasks under the Performance Work Statement (Attachment 1 of this notice), resumes for each labor category description (Attachment 2 of this notice), and responses to the following questions: (1)How would the offeror maintain stabilityand continuity in its workforce during performance of the contract? (2)Has the offeror ever had a Department of Defense contract requiring over 30 full-time team members? a.If so, answer the following: "How large was the team? "What was the total value of the contract? "How large was the customer organization? (3)Generally, how does the offerors team of personnel demonstrate knowledge and experience to work on-site with the Department of the Army staff? (4)Specifically, has the offeror performed any Department of the Army contracts as a prime contractor for a requirement similar to the FD Contractor Support effort? If so, please provide the contract number and amount. (5)How does the offeror demonstrate knowledge and experience in the following areas: a.Conducting assessments or studies for the Department of the Army to include analysis, requirements determination? All capability statements must be submitted electronically by 16 APR 2008 at 4:00PM EST to Patrice Hargrove at patrice.hargrove@hqda.army.mil. Please limit the length of packages to ten (10) pages (excluding resumes); packages over 10 pages will not be evaluated. Also, provide your companys name, point of contact (POC), contact information (company and email address, and phone number), and business size under the above NAICS code to assist us in maintaining a list of interested small businesses for this potential requirement. Based on an evaluation of the capability packages, the Government will be able to determine if at least two responsible small business concerns are capable of performing this requirement. If so, the requirement will be solicited as a 100% set-aside for small business concerns. Ifcapability packages are not received from at least two responsible small business concerns by the response date, or if the Government determines that no small businesses are capable of performing this requirement, this requirement will be solicited under full and open procedures. NOTE: This notice is for information and planning purposes only and is not to be construed as a commitment by the Government (a contract may not be awarded as a result of this combined sources sought/synopsis). No othersynopsis will be posted for this requirement.
