- PAVING REPLACEMENT PROJECT AT THE SOCIAL SECURITY ADMINISTRATION DATA OPERATIONS CENTER LOCATED AT 1150 EAST MOUNTAIN DRIVE, WILKES-BARRE, PA 18702 The General Services Administration (GSA) is soliciting proposals for a Parking Lot Pavement and Reconstruction Project at the Social Security Administration Data Operations Center located at 1150 East Mountain Drive, Wilkes-Barre, PA 18702. The NAICS code applicable to this project is 237310 (Highway, Street, and Bridge Construction) with a size standard of $31.0 million. The Solicitation Number is GS-03P-08-CD-C-0042B. Construction is to include the full replacement and resurfacing of designated areas of pavement and curbing of the building’s existing parking lots and roadways. All paving work shall be conducted in accordance with all drawings, specifications and referenced publications associated with this project. The anticipated start date is on or about June 23, 2008, continuing for 120 Calendar Days. The estimated cost of this project is between $250,000.00 and $500,000.00. This procurement shall be set-aside for Hubzone certified firms. It is GSA's intent to solicit this requirement through Full and Open Competition utilizing Lowest Priced Technically Acceptable Source Selection procedures. The LPTA method, FAR 15.101-2, has been determined by the GSA Project Team to be in the best interests of the Government. The resultant contract will be a firm fixed price contract. For this procurement the GSA Project Team shall evaluate all properly received offers consistent with FAR 15.101-2, “Lowest Price Technically Acceptable Source Selection process”. As defined in FAR 15.101-2 (a) the lowest price technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. FAR 15.101-1 (b) (1) states that the evaluation factors and significant sub factors that establish the requirements of acceptability shall be set forth in the RFP. The GSA Project Team shall utilize the following factor as the requirement for acceptability: Relevant Past Performance: A minimum of three (3) projects completed in the past five (5) years that demonstrate the company's experience on projects that are similar to this project in terms of complexity, size and dollar value. A similar project is defined as one whose main requirement was the paving and reconstruction of a parking lot and roadways sited at an occupied facility (Governmental, Courthouse or Institutional) at a total contract award amount of $100,000.00 or more. All proposals received shall be evaluated for acceptability, but shall not be ranked using non-cost/ price factors. A Pre-proposal conference will be held at the Social Security Administration Data Operations Center located at 1150 East Mountain Drive, Wilkes-Barre, PA 18702 on April 28, 2008 at 11:00 AM. PRIOR NOTIFICATION of attendance to this conference is MANDATORY due to building security.
