Description
Aerobic Instructors - Potential Source Sought Description. This is a full and open competition acquisition with service NAICs code 713940. This is a Request for Information (RFI) and sources sought announcement only. There is no solicitation and funding available at this time. Request for solicitation will not receive a response. Travis Air Force Base, California is seeking sources that may be capable of providing Aerobic Instructors for the Fitness Center, Bldg 434, 550 Travis Ave for FY 09 to commence 1 Oct 08 through 30 Sep 09. The contractor is required to provide aerobic instruction in accordance with the attached Statement of Work. All parties should send company's name or individual's name and response to Nelia A. Cadacio, e-mail nel.cadacio@travis.af.mil, fax 707-424-2712. All responses should be received no later than 4:00PM PST, 2 May 08. All questions and comments must be in writing, no telephone calls. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The contractor shall perform to the standards in this contract 1.2 PERSONNEL 1.2.1 CONTRACT MANAGER- The contractor shall provide a contract manager and alternate(s) who shall have full authority to act for the contractor on all contract matters which are relating to the daily operation of this contract. The manager or an alternate shall be available within two hours during normal duty hours to meet on the installation with government personnel when requested by the contracting officer or contracting officer representative. 1.2.1.1 Prior to the performance start date, the contractor shall notify the contracting officer or the COR in writing of the names of the contract manager and the alternate(s) and the telephone numbers where they can be reached outside of normal duty hours. The contractor shall notify the contracting officer or COR of any change in the contract manager or the alternate within five days after the change. 1.2.1.2 The on-site contract manager and alternate(s) shall understand English and be able to read, write, and speak English fluently. 1.2.2 Employees. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this PWS is the responsibility and prerogative of the contractor. However, the contractor shall comply with the general intent and specific policies set forth in the PWS and in regulations of Travis AFB concerning conduct of employees as referenced here in. When directed by the contracting officer or COR, the contractor shall remove from performance on the contract any person identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. All employees must be able to understand English and to read, write, and speak English fluently/ 1.2.2.1 Contractor personnel shall present a neat appearance and be easily recognized. Employee clothing shall be safe for all operations involved in the contract performance and be within common limits and tastefulness. Wear of military clothing is not permitted. 1.2.2.2 The contractor shall ensure before employees start work they have appropriate, current and valid professional certifications to perform the services in this contract to include current CPR. Contractor must provide instructors who are certified to teach including but not limited to: low impact, beginner step, intermediate step, advanced step, multi step, step-n-sculpt, step/lo combo, cycling, yoga, body toning conditioning, kickboxing, body pump, pilates and aerobic slide, pre-post natal pregnancy, youth fitness classes for 3-5 yrs and 6-11 years. Any combination of these classes may or may not be offered. IAW AFI 34-266 para 3.3.2, instructors' certification must be with one of the following American Council on Sports Medicine (ACSM), American Council on Exercise (ACE), Aerobic Fitness Association of America (AFAA), Exersafety, Aerobic Pipeline, Cooper's or any other nationally recognized certifying body. ACSM is preferred, however, any of the certifications shall be accepted. Individuals whose certification required a written exam and no practical exam must have at least six months consecutive work experience in addition to certification. Contractor is responsible for ensuring instructors maintain their certification. 1.2.2.3 The contractor shall not employ any other person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any employee of the United States Air Force (USAF), either military or civilian, unless such person seeks and receives approval in accordance with Joint Ethics Regulation DOD 5500.7-R. The contractor shall not employ any employee of the USAF if such employment would be contrary to Air Force politics and guidelines. 1.2.2.4 The contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform; such absence shall not constitute an excuse for nonperformance under this contract. 1.2.2.5 Instructors will need to arrive 10 minutes early and stay 10 min late in order to set up and clean up the classroom. 1.2.2.6 The contractor shall not have more than three customer service complaints per month. 1.3 SECURITY REQUIREMENTS 1.3.1 Contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, decals, or other items required for access to the areas in which the work will be performed. Contractor will be required to apply for vehicle and individual identification media at the Security Forces Squadron, Pass and ID section. Upon completion or termination of the contract or an individual's employment on the contract, the contractor shall retrieve all identification and access media issued and surrender it to the Security Forces Squadron, Pass and ID Section. 1.3.2 Contractor shall comply with all TAFB policies regarding entry to the installation, rules of the road, compliance during contingency operations, and photography. The contractor's employees are authorized entry to the installation for the purpose of work only and are not authorized in other facilities, areas, or buildings with out proper prior authorization. 1.3.3 Contractor shall ensure the classroom in which services are performed is cleaned up and all items accounted for upon vacating it. Contractor is required to properly sign off on a designed form posted on the wall near the entrance doors and ensure all items identified on the form have been accomplished. SECTION C-2 GOVERNMENT FURNISHED PROPERTY AND SERVICES 2.1 GENERAL. The Government shall furnish property and services as follows: 2.2 PROPERTY/FACILITIES. The government will provide Bldg. 434 to perform services in. Use of another facility must be approved in advance by the Fitness Center Director or his appointee. 2.3 EQUIPMENT. The government will furnish all steps, mats, exer-tubes, weights, and any other equipment needed to conduct classes as well as publicity for classes (such as class schedules and flyers) and special events. The Government will supply an electronic stereo system, microphone, and all other necessary music equipment. All equipment must remain in the Aerobic Center and is for class use only. Headset/microphones are the contractor/instructor responsibility as it is considered a personal item and a required tool of the trade. Instructors will purchase and provide their own. 2.4 SERVICES 2.4.1 Utilities. All necessary utilities will be provided by the base. 2.4.2 Custodial Service. All custodial service will be provided through the Fitness Center's existing contract. 2.4.3 Refuse Collection. Base Refuse collection system will be used. 2.4.4 Insect and Rodent Control. Yes. Contractor shall contact Fitness Center if insect and rodent control is a problem. Fitness Center will submit Air Force (AF) Form 332 to the Civil Engineering Squadron. 2.4.5 Grounds Maintenance. None 2.4.6 Security Police and Fire Protection. Emergency services are provided through the base by calling the emergency number at 911. 2.4.7 Emergency Medical Service. The government will provide emergency medical treatment and emergency patient transportation service for contractor personnel. The contractor shall reimburse the Government for the cost of medical treatment and patient transportation service at the current inpatient or out patient treatment established by the servicing Air Force Medical Center. 2.4.8 Forms and Publications. Government publications and forms required in the performance of this contract shall be made available to the contractor. 2.5 Service Delivery Summary SDS ITEM NUMBER PERFORMANCE OBJECTIVE SOW PARAGRAPH PERFORMANCE THRESHOLD 1 Instructors shall arrive at Aerobics room ten minutes prior to start of class 1.2.25 Instruction cannot be late, more than two times per month 2 Customer service complaints 1.2.2.6 Contractors cannot have more than 3 customer complaints per month SECTION C-3 SPECIFIC TASKS 3.1 GENERAL. The Contractor shall be certified in Aerobic training. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to instruct aerobic classes. 3.2 CLASS INFORMATION 3.2.1 Contractor shall schedule instructors to teach at varying times and days. The contractor shall provide a schedule of instructors for classes by the fifteenth of the month for the following month. Contractor will always make the Fitness Center aware of which instructors are being provided for each class. Contractor shall be required to provide instructors for approximately 15-23 classes per week, depending on the time of the year, AF and local base policies, and special unforeseeable requests. Classes will run for 50-60 minutes. 3.2.2 Instructors are needed to teach for approximately 65-100 classes per month. Classes may be taught any day of the week at different times of the day. Approximate total number of classes to be taught October 01-September 30 is 780-1200 classes. Instructors will need to begin teaching 1 October 06. 3.2.3 All set-up and clean-up shall be accomplished by the Contractor. The Contractor shall ensure all equipment is returned to its proper storage place at the end of the class. 3.2.4 It is the responsibility of the Contractor to locate a suitable substitute in a timely manner. In the event that a substitute cannot be located, the contractor shall notify the Fitness Coordinator that a class must be cancelled no later than 24 hrs in advance. 3.2.5 The instructor shall be responsible for recording attendance for each class on a form designated by the aerobics coordinator. The form will be located in the Aerobic Center. 3.2.8 The following are expectations of all class instructors when they are conducting a class. 3.2.8.1 All instructors shall begin each class by introducing themselves and the type of class. 3.2.8.2 All instructors must take at least two pulse breaks during each class taught and at least one water break. 3.2.8.3 Instructors are required to change the music if necessary during ideal times such as pulse breaks or water breaks. Instructors should not change music during inconvenient times where the class will be disrupted, such as in the middle of exercising. All music used during instruction must be professionally mixed and not contain controversial lyrics. The following guidelines should be observed: Low Cardio movement 130-155 BPM; High Cardio movement 140-160 BPM; Conditioning /Body sculpt 118-134 BPM; Step 118-134 BMP; Cycling 70-90 BPM. 3.2.8.4 Instructors must be able to properly demonstrate all types of steps and moves including high and low impact moves and all floor work in detail. Instructors must be able to adjust the pace of the class for first time students. 3.2.8.5 Instructors shall stretch all muscles before floor work and/or after cool down. 3.2.8.6 Instructors shall appear and sound energetic and positive, and always present a professional image. Instructors should be sharply dressed, clothes not torn or faded. 3.2.8.7 Instructors shall take initiative to interact with the students before and/or after classes. 3.2.8.8 As closely as possible, no instructor should teach no more than 2 hi impact classes per day and no more than 10 high impact classed per week. 3.3 PUBLICITY. Contractor shall not advertise or solicit any other products or services other than the Travis aerobics program without proper prior clearance through the Fitness Coordinator/Fitness Center Director. 3.4 AF FITNESS PROGRAM. Military personnel who do not meet Air Force fitness standards must participate in a mandatory fitness program. These personnel are required to carry and AF Form 1975, Personal Fitness Program Chart, and it is their responsibility to have this form initialed off once they complete their aerobic activity. The instructor shall initial off on this form once the student has completed the aerobic class and return it to the student. 3.5 EVALUATIONS. Evaluations shall consist of sections 4.2.10 through 4.2.18 and the following: 3.5.1 Each instructor in maintaining certification must take at least one workshop per year covering safety, choreography, step techniques, master classes, and various types of specialty training (i.e. weight training, circuit training, aerobics for the elderly, prenatal aerobics, water aerobics, stretching, personal training, etc.). Contractor shall furnish proof that all instructors have completed these workshops upon request of the Fitness Center Director. 3.5.2 Proof of initial certification shall be framed and posted at all times 3.6 CHECKLISTS. An internal checklist will be used to evaluate all classes. These lists will remain at the Fitness Center and will be available upon request for the contractor to review.
