Description
This is a solicitation for commercial items prepared in accordance with the format under FAR part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-08-Q-0262 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20080331. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This solicitation is unrestricted with regard to business size standard. For reference, the NAICS code is 334220 and small business size standard is 750 employees. The contractor shall provide the following items on a firm fixed price basis: Item 1: Equipment X-Band 3.8 M SATCOM Terminal - 2 Month Lease Period Installed and De-installed at Fort Bragg NC. Equipment shall include all necessary and associated items, materials, and hardware, such as (but not limited to): subsystems, filters, mounts, cables, connectors, switches, and controls. Note: The X-Band terminal must be able to operate with a Hughes network gateway system. Item 2: Non-personal service for onsite technical manager (or equivalent) to provide customer hands on training and technical support for the delivered equipment. Shall include field support for the entire period of performance which is estimated to be 23 JUN 08 through 23 JUL 08 for installation assistance, training, operation and technical supports, and the de-installation of the terminal systems in Fort Bragg NC. Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. REQUIRED DELIVERY DATE is JUNE 15, 2008. The place of delivery, acceptance, and FOB destination point is Building 3, Fort Bragg, NC 28310. The provision at 52.212-1, Instructions to Offerors – Commercial Items (Nov 2007), applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Quotes are due at or before 3 PM (EST) FRIDAY 18 APRIL 2008. (b)(4) Submit a technical description of the items being offered. (b)(10) In addition to the Past Performance Information described in (b)(10), submit the following: Offerors are required to identify at least one (1) Department of Defense contract where the contractor has performed similar scope and magnitude within the last two (2) years. Identify contract number, dollar amount, Point of Contacts at the DoD agency, and a brief description of the project and the work performed. Submit the name and qualification data of the proposed on-site technical manager (or equivalent) for this project. (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within three (3) days after receiving notification from the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror. The provision at 52.212-2, Evaluation -- Commercial Items (Jan 1999) applies. Paragraph (a) - the following evaluation factors shall be used: Price, Past Performance, and Technical Capability. All evaluation factors other than price, when combined, are significantly more important than price. The representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Nov 2007) and ALT I (Apr 2002) must be completed electronically on the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Therefore, offerors are required to complete only paragraph (L) of this provision and submit it with their offer/proposal. In addition, offerors shall complete and submit the representations and certifications at 52.212-7000, Offeror Representations and Certifications--Commercial Items (Jun 2005).
