- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-18. The solicitation number is NRC-DR-03-08-074 and is issued as a Request for Quotation (RFQ). This solicitation is unrestricted. This procurement is intended as a fixed price purchase order with a one year period of performance, and six one-year option periods. The North American Industrial Classification System (NAICS) code for this procurement is 511210. The minimum specifications of this software shall be contained in one software program and are required by NRC as follows: The contractor shall provide a software program capable of analyzing nuclear power plants’ electrical distribution systems during the transient time period of plant change in design basis. The software program’s computer models shall simulate up-to-date power plant system activity so that NRC analyses accurately predict how the plant power systems respond during an actual event. For this reason, the software program shall be capable of communicating directly with the licensees’ network and shall be compatible with the majority of U.S.-based nuclear power generation facilities. Further specifications of the software program include: •Base Package, Wide-Area Network, 1,000 Bus, with Equipment Evaluation, Cable Sizing & Ampacity; •Short-Circuit ANSI & IEC; •DC Load Flow/Voltage Drop; •Motor Acceleration – Static & Dynamic Starts, •Harmonic Analysis; •Protective Device Coordination & Sequence of Operation; •DC Load Flow Analysis; •DC Short Circuit (Fault) Analysis; •Battery Discharge & Sizing Calculations; •Control System Diagram; •Transient Stability Calculations; and, •Up to Seven Years of Upgrades and User-Support The full text of the FAR provisions or clauses that apply to this acquisition may be accessed electronically at http://acquisition.gov/comp/far/index.html. The following clauses/provisions apply to this acquisition: (1) 52.212-4, Contract Terms and Conditions - Commercial Items (FEB 2007); (2) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2007); (3) 52.222-3 Convict Labor (E.O. 11755); 52.233-3, Protest after Award (31 U.S.C. 3553); (4) 52.232-33, Payment by Electronic Funds Transfer—Central Contractor Registration (31 U.S.C. 3332); (5) NRC Acquisition Clauses – 48 CFR 20 2052.209-73 Contractor Organizational Conflict of Interest; 52.246-2, Inspection of Supplies – Fixed Price; (6) 52.239-1 Privacy or Security Safeguards (5 U.S.C. 552a); (7) 52.217-9, Option to Extend the Term of the Contract. Quotations will be evaluated and award will be made based on Best Value (Tradeoff). Overall technical criteria are considered more important than cost/price factors, although price is important in the Tradeoff Assessment. Price will be evaluated for reasonableness. All quotes are due April 23, 2008 by 1:00 p.m., EST. Fax submissions from Offerors will not be accepted. Electronic quotations are considered the most practicable. NRC is a secure facility with perimeter access control and NRC personnel are only available to receive hand-carried proposals between 7:30 a.m. - 3:30 p.m., Monday through Friday, excluding Federal Holidays. To submit hard copy quotations in mail the, use the following address: U.S. Nuclear Regulatory Commission, Attn: Danielle Emche, Mail Stop: T-7-I-2, Washington, DC 20555. Please include the solicitation number on the envelope containing your organization’s proposal. NRC-DR-03-08-074 will be distributed solely through the FedBizOpps website (http://www.fedbizopps.gov.) The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents will not be available. Because this RFQ will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFQ. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The NRC requires the prospective awardee to be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of the resulting contract in accordance with Federal Acquisition Regulation, 52.204-7, Central Contractor Registration. Processing time, which normally takes 48 hours, should be taken into consideration when registering. Potential Offerors who are not registered should consider applying for registration immediately if interested in responding to this solicitation. Potential Offerors may obtain information on registration and annual confirmation requirements via the internet at http://www.ccr.gov. The Government will not reimburse interested parties for any costs associated with responding to this business opportunity.
