Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This requirement is for the acquisition of a new infrared countermeasure that will provide a spectrally tailored infrared signature to defeat the discrimination logic of advanced missile seekers. The developed countermeasure will be designated the MJU-67/B. The effort will demonstrate existing spectrally enhanced technology and then adapt that technology into a U. S. Navy compatible cartridge. The acquisition will include Phase I - evaluation samples and options for the following: Phase II - MJU-67/B development effort, developmental test samples, qualification test units, first article units and Phase III - five options for production units. It is anticipated that all efforts will be firm-fixed priced with the exception of the development effort, which will be a cost-plus-fixed-fee completion effort. The technical data package contains information that is export controlled. Only those US owned and controlled companies that have completed DD Form 2345, and are certifi! ed under the Joint Certification Program in an active status will be authorized to receive the package. Additional information is available at http://www.dlis.dla.mil/jcp/. Other requests to receive the technical data must be approved by the Government on a case-by-case basis. The Government intends to issue multiple firm-fixed-price contracts for Phase I to responsible offerors based on go/no criteria and considering the reasonableness of the price. Phase II and Phase III options may be awarded to one of the awardees from Phase I whose offer represents the best value to the Government considering technical, past performance and price related factors. Delivery will be required FoB destination, NSWC Crane Division, Crane, IN 47522. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet @ www.ccr.gov. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award. The solicitation will be ava! ilable on or about 25 April 2008 at the following address: http://www.crane.navy.mil/acquisition/synopcom.htm. All changes to the requirement that occur prior to the closing date will be posted to the Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and will be considered for future discussions and/or award. No hard copies of the solicitation will be mailed.
