- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/ ). The RFQ number is N00189-08-Q-P642. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-24 and DFARS Change Notice 20080331. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The FISC Norfolk Det Portsmouth, Kittery, ME requests responses from qualified sources capable of providing: 0001 1 EACH, XLG3 PROBE, 6.1MM DIAMETER, 3.0 METER LENGTH, INTERCHANGEABLE PROBE, INSERTION TUBE FOR XLG3 SYSTEM. HEADGUARD INCLUDED. 50MM TO INFINITY DEPTH OF FIELD, 50 DEGREE FIELD OF VIEW, 140 DEGREE MINIMUM ARTICULATION. INCLUDES PROBE AND TIP CASE. P/N: XLG3P6130.0002 1 EACH, XLG3 SIDE VIEW SHADOW MEASUREMENT TIP FOR 6.1MM PROBE. 7MM TO 24MM DEPTH OF FIELD, 50 DEGREE FIELD OF VIEW. COLOR: BLUE. P/N: XLG3TM6150SG.0003 1 EACH, XLG3 OPTICAL TIP FOR 6.1MM PROBE, SIDE VIEW. GENERAL PURPOSE 120 DEGREE FIELD OF VIEW. 4MM TO 100MM DEPTH OF FIELD. COLOR: BLUE. P/N: XLG3T61120SG.Delivery: 30 DAYS FROM ARO. Items will be shipped to Portsmouth Naval Shipyard, Bldg 170, Code 501.2, Receiving Officer, Kittery, ME 03904.Responsibility and Inspection: The supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items to include: 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.232-33 OR 52.232-36. Quoters shall include a completed copy of 52.212-3 and its ALT I with quotes. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense! NOTE - The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. However, all proposals received by the close of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and performance. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. METHOD OF PROPOSAL SUBMISSION: The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your proposal.
