- NASA/ARC has a requirement for 500 each Stainless Steel In-Line Particulate Filterbodies with Swagelok tube fittings and 1000 each 440 Micron Mesh, which are the elementsthat go inside of the filter bodies. The delivery is required by June 30, 2008. NASA/ARC intends to purchase these items from Swagelok Sunnyvale, located at 929 WeddelCt., Sunnyvale, California, 94089, because they are the sole-proprietary manufacturer ofthe requested filters.These are Stainless Steel In-Line Particulate Filters, 440 micronmesh, with Swagelok tube fittings, which will be used in the Arc Jet Complex. Therequested filters are the only filters that come stock with Swagelok fittings, thusrequiring no additional fitting conversions. This particular brand name, Swagelok, is essential to the Governments requirements sincethe Arc Jets currently have connections that only match up with Swagelok fittings and isa proprietary ferrule-compression fitting that cannot be interchanged with other types offerrule-compression fittings.The Stainless Steel In-Line particulate filters need to have Swagelok fittings thatconsist of a nut, furrule, and gland that is not interchangeable with other manufacturesof swaged fittings and need to meet the following requirements: Inline design required due to space limitations Connect to 3/8 hose Working pressure of system - 1200 [psi] Swagelok fittings required to mate-up to existing hoses Fast field change of filter element required (i.e. hose to remain in place) Variable filter (strainer or sintered) size, currently requesting 440 [m]The filters will be used on the de-ionized cooling water system of the InteractionHeating Facility (IHF). With the installation of a new high pressure pumping system forthe IHF and water passages decreased in size to increase velocity/cooling in the archeater column, particulate contamination of the cooling system has become an issue. Thesefilters will strain the de-ionized water system of particulates thus preventing thecooling water passages in the arc heater column from getting blocked. This will preventarc heater failure due to segment overheating.Currently the cooling water passages varyin size from.055 [inches] to.070 [inches]. There are approximately 450 de-ionizedcooling water supply lines feeding the heater, each of which requires an in-line filter.Interested organizations may submit their capabilities and qualifications to perform theeffort via email to the identified point of contact no later than 4:00 p.m. PST on April21, 2008. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
