Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR ENERGYABSORBING STRUTS FOR IMPACT TEST ARTICLE. Companies shall acknowledge all amendment(s)in their quote. This notice serves as the official amendment to subject synopsis/RFQ anda written amendment will not be issued.The purpose of this amendment is to provide an answer to the following question:Question: Our question involves the statement from your Specification, Para 3.1 StrutLoads, which reads in part "... The struts shall have a constant load versus displacementcharacteristic...". While we can emulate the curve portrayed in Figure 3 of theSpecification, our device has far greater capability operating in the Force vs. Velocitymode. The energy absorber simultaneously possesses the characteristic modes of velocitysquared, viscous, and dashpot damping. The predominant mode of performance is naturallyadaptive to the bi-directional velocities of compression or extension. Is yoursolicitation sufficiently flexible to permit the offering of this alternate dampingtechnology?Answer: Struts with performance having a strong dependency on velocity may not alsohave a constant load versus displacement characteristic. Proposals in response to thissolicitation will be evaluated on constant load versus displacement performancecharacteristics at the loads specified. Performance characteristics that differ fromthat specified may be more difficult for NASA to conduct individual strut characterization tests and develop analytical models and thereby reduce the ability tomeasure attenuation system performance from the impact tests.The due date for receipt of offers is not extended.
