Description
The Environmental Protection Agency (EPA), Research Triangle Park, NC has a requirement for a contractor to provide services in support of the National Health and Environmental Effects Research Laboratory (NHEERL) studies. Services shall include the recruitment, screening, testing, scheduling, and payment, and other incidental support activities for paid volunteer subjects participating in human experimental studies. Human research projects typically involve the controlled exposure of adults to environmental pollutants such as ozone, carbon monoxide, volatile organic compounds, sulfur dioxide, particulate matter, nitrogen oxides, diesel exhaust, and noise, either alone or in combinations, and occasionally in combination with drugs or other substances; measurement of human effects endpoints associated with environmental exposures in the atmosphere; in vitro exposures of cells or fluids to known or suspected toxicant agents; physiological and neurobehavioral assessment of populations potentially exposed to toxicant agents; and/or pharmacokinetics and dosimetry studies that characterize the fate and clearance of environmental agents. The contractor shall maintain an on-site subject recruitment office at the EPA Human Facility located at the University of North Carolina at Chapel Hill, NC. It is anticipated that the Government will award a fixed price contract with a cost reimbursable line item. The contract will contain a base statement of work and two optional tasks for special recruitment efforts. Period of performance will be sixty months which is inclusive of a base period plus four twelve (12) month option periods. The contract will be awarded on the basis of full and open competition. The associated NAICS code is 541990 with a size standard of $6.5 million in average annual receipts over the preceding three fiscal years. The RFP is expected to be issued on or about May 1, 2008, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date.
