- As a follow-up to Sources Sought Announcement (SSA) posted on 27 March 2007, entitled Request for Information (RFI) for state-of-the-art infrared imaging equipment/Dual Band Mid-Wave Infrared (MWIR)/Long Wave Infrared (LWIR), reference number W15P7T-05-R-M205, the U.S. Army Product Manager, Forward Looking Infrared (PM, FLIR), Fort Belvoir, VA is conducting further market research and requesting any additional information from industry for infrared imaging equipment. The updated Solicitation Number provided for tracking purposes is W15P7T-08-R-M207 This update to the original SSA is not a request for Quotations or Proposals. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this updated SSA. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government is seeking information on companies capable of delivering compact packaged, state-of-the-art, staring dual band infrared, variable f/#, thermal camera core equipment to support insertion into military systems. The thermal camera core should be a stand-alone unit without imaging optics and display. The Government requires delivery of a minimum of four units by mid 2010 Calendar Year. These units should be designed and verified against various military-relevant environmental requirements (i.e. shock, vibration, hot-cold temperature, EMI, etc). Minimum configuration requirements for these units consist of the following: 1.Array Format: 640 x 480 staring detector array 2.Detector Size: 20 m Pitch 3.Dual Band Infrared: Mid-Wave IR Long Wave IR 4.In-Dewar Variable f/# Capabilities: F/3.0 to F6.5 5.Rapid, simultaneous output of digitized corrected video at full frame rates 6.Multi-mode Capability Dual Band Selectable (30, 60 & 80 Hertz) Frame Rate Single Band Selectable (30, 60 & 80 Hertz) Frame Rate High Frame Rate Windowing Single Band Optimized 7.Camera Core Electronics to include Focal Plane Array and Variable f/# Command and Control Non-Uniformity Correction (NUC) Cryogenic Cooler Command and Control 8.Integrated Dewar, Cooler, and Electronics Assembly Prospective camera cores that satisfy these requirements are anticipated to buildupon the state-of-the art, staring dual band (MWIR/LWIR) Infrared technology previously demonstrated through research and development (R&D) programs, prototype components and in Airborne and Ground military systems prototypes. There are current sources that have participated in prior R&D acquisitions through the Night Vision and Electronic Sensors Directorate. It is important to note that recent technology demonstrations have created a mature technology. A DRAFT Performance Work Statement (PWS) is posted on the CECOM Life Cycle Management Commands Interactive Business Opportunities Page (IBOP) website, as part of the Army Single Face to Industry (AFSI) under the tracking solicitation number W15P7T-08-R-M207. You are welcome to provide comments on the DRAFT PWS in a separate document not to exceed 10 pages. Instructions for the IBOP: website: https://abop.monmouth.army.mil/. After clicking on the link, on the drop down menu labeled Army Pre-Award, select CECOM-2008. Once highlighted, click Go. Next, you will be required to log on. If a username/password has not been obtained, please follow the directions below. Next, input the above Request for Proposals (RFP) number into the Search box, and click on Search. After the RFP number is found, click on the highlighted RFP number; you will then be entered into the Solicitation folder. Lastly, download the files displayed at the bottom. Registration for a User ID and Password is available under USER SERVICES, USER REGISTRATION, in the center of the screen. Companies possessing the capability to satisfy the requirements are invited to submit a ten (10) page (maximum) White Paper providing a description of their proposed camera care design and a notional schedule. The White Paper should include: 1.Similar prototype camera core designs and product literature 2.Test Report data from an official U.S. Government Test and Evaluation agency of similar prototype camera core designs (not included in the page count) (unclassified) 3.Demonstrations and past performance information 4.Description of the proposed camera core with supporting information of its design maturity to meet the schedule and configuration requirements specified Proprietary information submitted in response to this RFI shall be marked accordingly and will be protected when clearly identified as proprietary. All responses to this RFI shall be unclassified. Any resultant acquisition will be a System and Development and Demonstration (SDD) program to design, develop, fabricate, and qualify a Third Generation Forward Looking Infrared Engine (3GF-E). Applicable Performance Specification MIL-PRF-A3315460, including classified Appendix A; Interface Control Document (ICD) A3315461; and Drawings 80063-A3315458, 80063-A3315459, and 80063-A3315462 will govern any resultant acquisition. Potential offerors are hereby advised that this program and associated documentation has been designated as Militarily Critical Technical Data under MCTL-11-71 Lasers, Optics and Sensors Technology, and only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. The DLIS United States/Canada joint Certification Lookup service is available via the Internet at: http://www.dlis.dla.mmil/jcp. To be eligible to bid, potential offerors must be compliant with Department of Defense Distribution D restrictions and be cleared to receive, generate, and store classified information and data up to the SECRET level. This proposed acquisition falls under the International Traffic in Arms Regulation (ITAR) as listed in the US Munitions List 22 CFR 121, and requires issuance of export licenses. All interested sources thatpossess the capabilities addressed herein are encouraged to respond to this updated SSA by providing the information specified within 10 days of this announcement. Respondents are requested to submit one electronic copy of the response to PM, FLIR Program Analyst, Sharon Minor at Sharon.minor@us.army.mil, and one copy to Contract Specialist, Brian Solano at brian.solano@us.army.mil.
