- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number is W91ZLK-08-T-0303. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-24. This requirement is a Total Small Business Set Aside. The associated North America Industry Classification System (NAICS) Code is 238210 and the Business Size Standard is $13M. The Government contemplates award of a Firm-Fixed Price contract to the lowest priced technically acceptable bidder. Supply list of ittems that comprise Ground Ring System: 10 EA copper-clad steel 2x10 ft sectional 10 EA couplers for ground rod 10 EA ground rod clamps 5.5 CLF #2/0 copper wire stranded 10 EA ground rod access well 8 EA bonding plate 4x4 1.5 CLF #1/0 copper bonding conductor 1 PVC conduit sleeve 2 PVC conduit sleeve 10 EA Exothermic Weld Connections Statement of Work 1. Scope: Furnish all plant, labor, materials, equipment, supervision, and performing all work necessary for the installation of a new ground ring system for the Lift and Tie-Down Facility as per attached Drawing GR0001. 1.1 The contractor shall perform ground resistance test for each grounding electrode and the ground ring system. Each grounding electrode shall be tested prior to connection to the ground ring system. Ground resistance of the system shall not be greater than 25 ohms. The ground resistance of each grounding electrode shall be measured using the Fall-Of-Potential method as defined in IEEE STD 81 and in accordance with the attached procedure. Ground resistance measurements shall be made in normally dry conditions not less than 48 hours after the last rainfall. 1.2 The contractor shall visit the job site to thoroughly familiarize himself/herself with all the work requirements and working conditions and verify all dimensions and conditions prior to commencement of any work. 1.3 Provide ground access well at each ground rod location as indicated. 1.4 Unexploded Ordnance (UXO) sweeps will be required and the responsibility of the contractor, for and prior to any digging, trenching or excavation operation at the project site, unless otherwise indicated. 1.5 Where cuts are made in any paving, the paving and the sub-base shall be restored to their original condition. Apply seeding and mulching to repair and restore grass areas disturbed by the new work. 2. Field QualityControl, Ground Ring System inspection: The Contractor shall make visual inspections to verify that there are no loose connections which may result in high resistance joints, and that conductors and system components are securely fastened to their mounting surfaces and are protected against accidental mechanical displacement. 3. Submittal: Bar sequence schedule of work, ground ring system components and materials, manufacturers descriptive and technical literatures, installation instructions, installation details, etc. 4. Project Completion: 45 calendar days from date of Notice to Proceed. 5. The Contractor shall submit as-built drawing(s) within 15 calendar days after completion of construction. Drawing RG0001 and the Procedure for Ground Resistance Test (Fall-of-Potential Method) are available via email request to scot.plank@conus.army.mil Acceptance shall be at destination. Shipping shall be FOB Destination to Aberdeen Proving Ground, 21005. The following provisions and clauses will be incorporated by reference: 52.209-6 Protecting the Governments Interest when Subcontracting with Contractors Debarred, Suspended or Proposed for Debarment 52.211-6 Brand name or Equal 52.212-1 Instruction to Offerors Commercial Items 52.212-2, Evaluation Commercial Items The contract will be awarded to the Lowest Price Technically Acceptable (LPTA). The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis. 52.212-3, Offerors Representations and Certifications Commercial Items An offeror shall complete only paragraph (l) of this provision if the offeror has completed theannual representations and certifications electronically at http://orca.bpn.gov. NOTICE TO OFFERORS USE OF CLASS I OZONE-DEPLETING SUBSTANCES (JAN 2000) a. In accordance with Section 326 of P.L. 102-484, the Government is prohibited from awarding any contract which includes a specification or standard that requires the use of a Class I ozone-depleting substance (ODS) identified in Section 602(a) of the clean Air Act (42 U.S.C. 767a(a)), or that can be met only through the use of such a substance unless such use has been approved, on an individual basis, by a senior acquisition official who determines that there is no suitable substitute available. b. To comply with this statute, the Government has conducted a best efforts screening of the specifications and standards associated with this acquisition to determine whether they contain any ODS requirements. To the extent that ODS requirements were revealed by this review, they are identified in the statement of work of this document. c. If offerors possess any special knowledge about any other ODS required directly or indirectly at any level of contract performance, the U.S. Army would appreciate if such information was surfaced to the Contracting Officer for appropriate action. To preclude delay to the procurement, offerors should provide any information as soon as possible after release of the solicitation and prior to the submission of offers to the extent practicable. It should be understood that there is no obligation on offerors to comply with this request and that no compensation can be provided for doing so. INSURANCE REQUIREMENTS (JUL 1999) The following insurance is required as a minimum in accordance with the Federal Acquisition Regulations and the appropriate clause in Section I: a. Legally Required Insurance: Where certain laws apply, such as State laws governing workmans compensation and employers liability coverage, etc., the contractor, prior to commencement of work, shall furnish the Contracting Officer a written statement that such laws have been complied withand that compliance will continue throughout the period of contract performance. Minimum coverage of $100,000 is required. b.
