Description
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Products and Services Division intend to procure a contractor to provide vessel transportation and support services with a captain and crew to transport 6 to 7 NOAA CO-OP staff to forty-two (42) sites around Kodiak, AK, including from Afognak Island to Shuyak Strait between the time period of May 12th and June 3, 2008. Details regarding this requirement are listed in the attached Statement of Work (SOW) titled, 'Vessel Transportation Services for NOAA 2008 Field Reconnaissance in Kodiak, AK'. Firms responding to this notice should submit a quotation based on the total cost of this project (no daily or hourly rates). The information set forth in this Pre-Solicitation notice is an advanced copy of NOAA's Reqeust for Quote (RFQ) that becomes final unless otherwise modified before the responsed due date. The applicable NAIC code is 488390. The Government shall award a firm fixed-price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation and the SOW will be most advantageous to the government, price and other factors considered. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach -- The likelihood of effectively meeting the requirements; 2) Past Performance -- The relevance and quality of prior performance, and 3) Personnel -- Key personnel with tailored resumes showing education, experience and other relevant information. Evaluation shall be based on the adjectival scheme as follows: Outstanding (O) -- Conspicuously striking in eminence; Good (G) -- Beneficial and worthwhile, sound and valid; Adequate (A) -- Reasonably sufficient and suitable; Marginal (M) -- Minimally suitable at the lower limit and Unsatisfactory (U) -- Not sufficient, not enough, disappointing. This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-24. The provisions and clauses may be downloaded at http://arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.213-4 Terms and Conditions - Simplified Acquisitions (Other than Commercial Items) (Aug. 2007), 1352.239-73 Security Requirements for Information Technology (DEC 2006), 52.2453-1 Changes -- Fixed Price (AUG 1978) - ALT 1 (APR 1984). All interested contractors must be acively registered in Central Contractor Registration (CCR) at the CCR website, www.ccr.gov. All responsible sources may respond to this solicitation with a quotation addressed to the Contract Specialist, Shirley L. Johnson no later than 12:00 Noon (EST) April 22, 2008 electreonically at shirley.l.johnson@noaa.gov, faxed to (301) 713-0806 or mailed to DOC/NOAA/AGO, 1305 East West Highway, #7618, Silver Spring, Maryland 20910. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of their quote.
