- Description
- This Pre-Solicitation notice is being issued to advise industry that asolicitation will be forthcoming for Commercial-Off-The-Shelf (COTS) Command and Control (C2) support equipment under RFP N65236-08-R-0077. The primary end users of the equipment are the U.S. Military, Department of Homeland Security, and other Government personnel. There will be minimum commercial services as defined in the attached draft Performance Work Statement (PWS). THIS IS NOT A FOLLOW-ON but a new requirement and there are NO incumbent (s). The applicable NAICS code is 334220 with a size standard of 750 employees. FSC Code 59 may also apply. The proposed term will be for a base year of 12 months plus four additional option periods of 12 months each. The anticipated award date is scheduled for November 2008. The attachments contain the draft PWS and proposed CLIN structure (Section B) for the RFP. A potential list of a wide range of C2 equipment that is under consideration is being compiled and will be posted at a later date, although the list will only represent some of the equipment, and not all, intended to be procured. Comments from industry will be accepted up to 16 May 2008 and should be e-mailed to donna.johnson@navy.mil rather than posted to the e- commerce website. Multiple awards will be made from this action the Government intends to award a total of not more than 5 contracts. The awards will be limited as follows: three (3) awards to firms/companies considered Small Businesses; and two (2) awards to firms/companies considered other than small businesses. The anticipated contract type is indefinite delivery, indefinite quantity (IDIQ), firm-fixed-price (FFP) commercial type contracts with a one-year base ordering period and four additional one-year option years. Actual funded requirements would be competed on a best value or low price technically acceptable basis among contract holders via delivery orders using technical specifications or brand name or equal descriptions. It is anticipated that the solicitation and any documents related to this procurement will be available via the SPAWAR Business Opportunity, located at: https://e-commerce.spawar.navy.mil, on or about 17 June 2008. It is the responsibility of interested parties to independently monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and paplicable documents. No paper distribution of these documents will be provided. All responsible sources may submit a proposal, which shall be considered by the agency in response to the solicitation when it is issued.
