Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. REQUEST FOR QUOTE: This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. CONTRACT LINE ITEM NUMBER, ITEM, QUANTITY, AND UNIT OF MEASURE: CLIN 0001 Lease, Vehicle 1 EA Period of Performance: 5/1/2008 through April 30, 2009. DESCRIPTION OF REQUIREMENT: A large sedan vehicle that is larger than a 1A, 1B, or II (small, subcompact, or compact) vehicle and not older than a 2006 model year. SCOPE: The service provider shall provide a large sedan type vehicle, not older than a 2006 model year, to transport Agency senior officials and other Agency staff while conducting official Agency business. DELIVERABLES: The vehicle shall be available for pick-up by 8:00 a.m. on May 1, 2008, or delivered by the same date and time to: 1099 14th Street, NW, Washington, DC 20570. STATEMENT OF WORK: The National Labor Relations Board (NLRB) requires a large sedan vehicle to transport Agency officials and employees on official business. The NLRB is headed by a 5-member Board and a General Counsel. Agency officials are often required to travel to Capitol Hill to give testimonies; to the Office of Management and Budget (OMB) to consult with OMB examiners; to the White House to meet with senior Government officials; and to attend other Agency related meetings at various locations. Other Agency staff frequently travel to the Office of Personnel Management; the General Services Administration, and to other Government facilities on official business. In addition, Agency documents are frequently required to be delivered to, or picked up from, the Government Printing Office; the Court of Appeals, and other judicial branches. The Agency leased vehicle would be used to fulfill all of these requirements. The vehicle must be a large sedan in order to adequately accommodate the Agency personnel requiring transportation. The vehicle must also be of maximum fuel efficiency and meet the fuel economy performance standards as prescribed by the Corporate Average Fuel Economy established by the United States Department of Transportation. PERIOD OF PERFORMANCE: The lease service for the vehicle shall be May 1, 2008, through April 30, 2009. EVALUATION: The Government will award a firm-fixed-price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This may result in an award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors. The following factors shall be used to evaluate offers, listed in descending order of importance. Factor 1: Responsiveness to the solicitation; and, Factor 2: Price. The provision at 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following additional FAR clauses are applicable to this acquisition: (1) 52.233-3, Protest After Award (AUG 1996) (31 U.S.C. 3553), (2) 52.233-4, Applicable Law for Breach of Contract Claim (OCT 2004) (Pub. L. 108-77, 108-78); 52-222-3 Convict Labor (June 2003) (E.O. 11755), 52.232-33 Payment by Electronic Funds Transfer – Central Contractor Registration (Oct. 2003) (31 U.S.C. 3332). DEADLINE: Quotations are due by the specified date and time for this solicitation. Identify your response to this RFQ as a response to solicitation NLRB-08-Q-0006ALS. All mailed responses to this RFQ must be received in the Contracts and Procurement Section at the location address listed, by the specified date and time. Late submission of response will be handle IAW with FAR 52.212-1. Telephone inquiries will not be accepted. Any inquiries shall be submitted via e-mail to the Point of Contact persons for this solicitation. The cut-off time for questions about the requirement is April 15, 2008 at 1:00 p.m. eastern time.
