- Description The U.S. Army Corps of Engineers (USACE), Portland District (NWP) has a requirement for Improvements to the station service system at The Dalles Powerhouse will include but is not limited to: 1) 15kV bus modifications and addition of 15kV disconnect switch; 2) 15kV switchgear modifications (breaker for existing cubicle); 3) replacement of 15kV current limiting reactor and a 15 kV breaker (XJ01); 4) replacement of one (1) 13.8kV:4160V transformer; 5) furnish and install two (2) new 13.8kV:4160V transformers; 6) establishing a new transformer vault for the second transformer; 7) furnish and install new 4160V switchgear lineup a 3000 kVA transformer (T03); 8) expansion of two (2) existing 4160V switchgear lineups; 9) reconfiguration of thetwo (2) existing 4160V station service switchgear lineups (includes 5kV bus modifications); 10) furnish and install high resistance ground systems for the two (2) 4160V station service generators; 11) replacement of station service control boards (includes operating devices, control devices, metering, control relays, multi-function digital protective relays, test switches, all associated panel wiring and field wiring, etc&); 12) furnish and install five (5) 4160V:480V transformers to establish double-endedswitchgear arrangement for five (5) 480V switchgear lineups; 13) contractor-design, furnish, and install water-mist fire protection system for transformer vaults and oil storage rooms; 14) conduit and cable installations for power, control, annunciation, and metering in support of all the items listed above; 15) Furnish and install a 4160 V cross-over system (XPWH) for the warehouse feeder; 16) Retrofit the 480 V breakers in seven (7) existing load centers. (SUA-SU4, SQ1&2) Detailed specification will be inclusive in the solicitation package. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with this District. For this project, the person that will act as the SSHO is required to have a minimum of 3 years safety work with similar projects and a 30 Hour OSHA construction safety class (or equivalent) taken within the last 3 years. The SSHO may have no other duties for this work except function as the on-site CQC Manager. This procurement is open to both small and large business concerns; large businesses are required to submit a subcontracting plan. Interested business concerns must be enrolled in the Central Contractor Registry (CCR) at www.ccr.gov to conduct business with the Department of Defense. A Request for Proposal (RFP)utilizing the Best Value method will be issued. Evaluation criteria will be provided in the solicitation, and a single firm fixed-price contract may be negotiated as a result of this procurement. The solicitation for this project will be issued in electronic format on/or about 1 May 2008 with a proposal due date approximately 30 days after issuance; a notice and link to download this solicitation via FedTeDS (www.fedteds.gov) will be posted on the Federal Business Opportunity (www.fbo.gov) when the solicitation is available for download.
