Description
The Bureau of Land Management proposes to noncompetitively negotiate a five-year incrementally-funded contract with the State of Oregon, Department of Forestry, for fire prevention, detection, preparedness and suppression services. Services shall include the facilities, personnel and equipment necessary to suppress the ignition of unwanted fires. Activities may include, but are not limited to, preparation of specific action and preparedness plans, maintenance and staffing of lookouts, patrols by aircraft, patrols by vehicles, maintenance of guard stations, maintenance of weather stations, posting of signs and planning work necessary to prevent and detect the ignition of unwanted fires. Also, the contractor shall perform fire suppression services on unwanted fires which occur, subject to BLM management objectives. Fire suppression is defined as all work and activities connected with fire extinguishing operations beginning with discovery and continuing until the fire is completely extinguished. Proposal Area: Western Oregon BLM Districts (2.4 million acres). The State of Oregon, Department of Forestry, has been selected to provided the needed support as they are the only contractor known to possess the following unique qualifications needed to meet the Bureau's requirements: (1) ability to perform fire protection on 2.4 million acres of BLM-managed land interspersed throughout 17 million acres of State, public and private ownership; (2) ability to plan and conduct an effective fire prevention program throughout western Oregon, directed at all age groups, including both public and industrial activities; (3) ability to plan and conduct an effective fire detection program throughout western Oregon, utilizing ground and aerial detection methods, as well as operating a facility to receive calls from the public, screen reports from all sources against allowable incidences of fire, and to report to the Bureau at least 75% of all unwanted fires within 2 hours of origin, or prior to reaching 0.5 acre in size; (4) ability to plan and conduct an effective initial attack and fire suppression program throughout western Oregon to control unwanted fires before they exceed 10 acres in size, and manage all fires under the Incident Command System, and perform rehabilitation of lands damaged by the fire suppression effort; (5) ability to provide personnel that meet the qualifications and operational standards identified in the Wildland Fire Qualifications Guide, National Wildfire Coordinating Group (NWCG) Publication 310-1; (6) ability to investigate the scene of fires and make authoritative determinations regarding cause which lead to successful collection of suppression costs; and (7) ability to assume financial responsibility for fire suppression costs from non-BLM caused fires that exceed initial attack. Firms which believe they meet all of the above requirements should submit their qualifications in writing specifically addressing each of the seven (7) criteria set forth above to the Contracting Officer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
