Description
(i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number HSCG40-08-Q-41340 applies, and is issued as a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24, effective 28 February 2008. (iv) This procurement is set aside for small business. The North American Industry Classification System (NAICS) code is 811310 and the business size standard is 500 employees. U.S. Coast Guard Engineering Logistics Center intends to award a Firm Fixed Price Contract. (v)The USCG Engineering Logistics Center has a requirement to Disassemble, Inspect, Report, and Repair/Rebuild to like new condition the following item: 1) Tannewitz Bandsaw, Model No. B1740, Serial No. 79138. Quantity: One (1) Each. Services shall be performed at the USCG Yard, Bldg. 71, Dry Dock Saw Shack, Curtis Bay, Baltimore, MD 21226. (vi)Item No. 0001 – The Contractor shall disassemble and inspect the Tannewitz Bandsaw to determine the required repairs in order to restore item to like new condition. (vii)Item No. 0002 – The Contractor shall provide in writing a Condition Found/Inspection Report and Cost Proposal for the repairs to the Contracting Officer, which shall include: repair descriptions, an itemized list of repair parts with prices, and the total cost of the repair services. This report will provide the basis for a negotiation to price out and authorize the overhaul. (viii)Item No. 0003 – Overhaul Requirements: To be Negotiated after receipt of Condition Found/Inspection report and Cost Proposal. The overhaul cost will be a change order to the original award. The Tannewitz Bandsaw shall be overhauled to a condition which shall restore the operating and performance characteristics to the ORIGINAL design and technical specifications. Contractor shall disassemble, inspect, clean, repair and rebuild all bearings and seals, remove and replace drive rubber shields on both wheels, rework upper and lower blade guiders, replace all bearing rollers with new. Contractor shall disassemble, clean and inspect the lubricating system for the slide and replace any defective parts. Contractor shall inspect and clean electrical enclosures and controls, replace defective pushbuttons, selector switches, limit switches. After completion of all repairs, the Contractor shall perform standard production tests and inspections to assure maximum design performance. A final Condition Found/Inspection report shall be submitted to the Contracting Officer. This report shall depict the final condition of the Tannewitz Bandsaw after all repair/rebuilt work has been completed. The offeror shall propose an hourly rate for the overhaul of the Tannewitz Bandsaw. The estimated number of hours for the overhaul is 40 hours. (ix) The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://www.acquisition.gov/far. (x)FAR 52.212-1 Instructions to Offerors-Commercial Items (Nov 2007). Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company’s complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) Cage Code, 4) Duns & Bradstreet number, 5) Taxpayer ID number 6) Price and estimated time required to complete service. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. The company shall submit a complete price for Item 0001. The company shall submit its capability to perform both Item 0001 and Item 0003. The company shall submit its past experience for Item 0001 and Item 0003. The company shall submit an hourly rate for Item 0003. FAR 52.212-2 Evaluation-Commercial Items (Jan 1999). Price, estimated time required to complete service, and the ability to perform are evaluation factors. The company shall submit information documenting its ability to perform. This information should include any similar examples of repair of similar equipments within the last three (3) years. It should also include qualifications of personnel to perform this work and equipments that the company has performed this work. This is a commercial item acquisition. Award may be made to other than the lowest price. Award will be a best value decision. The contractors ability to perform and past performance are each slightly more important than price. The Government intends to award on an all or none basis to a responsible offeror whose offer conforms to the solicitation, and provides the Government with the best value. The evaluation and award procedures in FAR 13.106 apply. (x)FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2007) with Alt 1 included are to be submitted with your offers. (xi)FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007) applies to this acquisition.
