Description
Federal Business Opportunities Information SOLICITATION NO. W9128F-08-R-0019 On or about 24 April 2008, this office will issue Request for Proposals for design and construction of the Service-Disabled Veteran-Owned Small Business Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for Rocky Mountain Area. The solicitation will close on or about 27 May 2008. This solicitation is RESTRICTED TO SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS PARTICIPATION. See Obtaining Solicitation Documents below. Project Description: Indefinite Quantity and Delivery Type Contract: Work will consist of a wide range of minor design-construction or construction services at sites in Colorado, which will be administered by the Rocky Mountain Area Office. Projects will be incorporated into the Contract by Task Orders. Performance time will consist of a two (2) year Basic Period and one (1) Option period or three (3) years or until the $7,000,000 cumulative limit is reached, whichever comes first. The maximum value of the contract is $7,000,000. There is no dollar limit to either the yearly amount or the task order amount. The minimum guarantee amount for the base period is $10,000. The option period has a $10,000 minimum guarantee. Requirements for performance and payment bonds will be applicable to the individual task order(s). The Government may award up to two (2) contracts as a result of this Request for Proposal. Proposal Evaluation: Firms participating in the RFP will submit technical requirements in accordance with Section 00 22 00: PROPOSAL SUBMISSION AND EVALUATION. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e. Construction Experience; Past Performance, Construction; Qualifications of Construction Office & Personnel/Mechanical & Electrical Sub-Contractors; Design Experience; Past Performance, Design; Qualifications of Design Office & Personnel; Project Management Plan (PMP); Price (Separate Binder, At award for First Task Order)). An adjectival method of evaluation will be used to evaluate the technical factors. Obtaining Solicitation Documents: This office will no longer send copies via paper or CDs of amendments and solicitations to interested parties. Solicitation documents will be posted on Federal Technical Data Solutions or FedTeDS. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information. When solicitation documents have been issued and posted to FedTeDs, synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS in note 2 below. The process to download from FedTeDS is: 1. Find solicitation announcement in Fed Biz Opps at: www.fbo.gov 2. Once you open the solicitation announcement on Fed Biz Opps, there will be a link provided to the solicitation on FedTeDS. Click on the link. 3. If you are a first time user, you will have to register as described in the information included below; if not log in and open the solicitation. 4. Once you have the solicitation open, you can begin downloading the various files to your location. Registration instructions can be found on the FedTeDS website at: https://www.fedteds.gov by clicking on the Register with FedTeDS hyperlink. Interested bidders should select the Begin Vendor/Contractor Registration Process option. The information listed below is required to register. 1.
