DESCRIPTION: The U.S. Army Corps of Engineer (COE) Transatlantic Program Center intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. This project will cover the construction of a Dining Facility, Gymnasiumand Post Exchange. The NAICS code for this procurement is 236220. The estimated cost of construction is more than $10,000,000. PROJECT SCOPE: The work will consist of design and constructions of (1) Dining Facility, 76,000 square feet (380 x 200) split, pre-engineered, steel-frame, on a concrete foundation with cold storage, including all required site work, installation and connection of all associated utilities, power production and distribution requirements and other required system infrastructure. The dining facility will include an overhead cover protective roof system, (2) Gymnasium, 10,000 sq ft physical fitness center. Project includes an outdoor, multi-purpose game court for basketball, etc., male and female showers and restroom facilities, and operational administrative space and (3) Post Exchange, 10,000 sq ft and four external site connections for food court vendors. The project location is at Camp Delta/Al Kut Air Base, Iraq. CONTRACT PROCEDURES: Both a price and a technical proposal will be required. The evaluation criteria will consist of pricing and non-pricing (technical) consideration. Pricing and technical considerations will have approximate equal weight with one another in the evaluation and selection processes. Price will be evaluated on the basis of the completeness and reasonableness and cost risks of the prices proposed. Completeness of proposed prices will be evaluated by the Government based upon a comparison of the process proposed as comparedagainst the requirements of the solicitation, scope of work and those costs included in the Governments Independent Government Estimate (IGE). The reasonableness of prices proposed will be evaluated on the basis of comparison of those prices with the prices proposed by the offerors and as contained with the IGE. Conclusions concerning likely future cost risk will be based upon the results of the Governments review and analysis of all aspects of the price proposals. Non-pricing factors include offerors Past Performance, Experience, and Management and Technical Capabilities. Past Performance and Experience will consist of two subfactors each: Design and Construction. Management and Technical capabilities will consist of three subfactors: Management and Technical Capabilities and Understanding of Project Requirements. All factors and sub-factors have approximately the same weight. Both pricing and non-pricing have approximately equal weight. The solicitation (tender) will be available on or about 30 April 2008. Tentative contract award date is 30 June 2008. Contract award will be made on a firm fixed price basis. The anticipated contract duration period is 365 calendar days.
