PLEASE MAKE SURE YOU READ THIS ENTIRE SOLICITATION/SYNOPSIS….. I.This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. II.Solicitation number HSCG40-08-Q-41144 applies, and is issued as a Request for Quotation. III.This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-45. IV.The North American Industry Classification System (NAICS) code is 541620 and the business size standard is $6.5. U.S. Coast Guard Engineering Logistics Center intends to negotiate and award a Firm Fixed Price Requirement’s Contract. V.This is a Small Business Set Aside VI.BASE YEAR - ITEM 0001, Contractor shall provide air permit compliance assistance and air permit reports in accordance with the enclosed statement of work for the period 01 May thru 31 December 2008. VII.OPTION YEAR ONE- ITEM 0001, Contractor shall provide air permit compliance assistance and air permit reports in accordance with the enclosed statement of work for the period 01 January thru 31 December 2009. VIII.OPTION YEAR TWO - ITEM 0001, Contractor shall provide air permit compliance assistance and air permit reports in accordance with the enclosed statement of work for the period 01 January thru 31 December 2010. IX.OPTION YEAR THREE - ITEM 0001, Contractor shall provide air permit compliance assistance and air permit reports in accordance with the enclosed statement of work for the period 01 January thru 31 December 2011. X.OPTION YEAR FOUR - ITEM 0001, Contractor shall provide air permit compliance assistance and air permit reports in accordance with the enclosed statement of work for the period 01 January thru 31 December 2012. XI.STATEMENT OF WORK - 1.0 Introduction The purpose of this scope is to compile the following regulatory required environmental reports and provide compliance assistance for the United States Coast Guard (USCG). •Semi-Annual Title V Monitoring Report – two reports per year, due by January 30 and July 30 •Semi-Annual Boiler Report – two reports per year, due by January 30 and July 30 •Annual Compliance Certification Report – due April 1 •Annual Emissions Certification Report – due April 1 •Air Toxics Certification Report – due April 1 •Miscellaneous compliance assistance as may be required 1.1References 1.Part 70 Air Operating Permit (24-003-00316) issued by the Maryland Department of the Environment, dated February 24, 2006 for the US Coast Guard YARD, facility NO. 06-05081. 2.All applicable sections of Maryland Law, COMAR and Federal Law and regulation. 2.0 Work 2.1 SIX-MONTH TITLE V REPORT - Prepare the (2) six-month reports detailing monitoring which is required by the Title V permit. Contractor will provide the CG with an information request list a minimum of 30 calendar days prior to the report due date. The reports will be based on information provided by USCG facility personnel, and must identify all deviations from permit requirements, the probable cause of such deviations, and any corrective actions or preventative measures taken. If no deviations from permit conditions occurred during a reporting period, a written report will be submitted that states no deviations during the reporting period were observed. The reports shall be certified by a responsible USCG official. Contractor will provide the draft submittal to the USCG a minimum of 8 (eight) work days prior to the due date to ensure sufficient time for thorough review and the contractor’s incorporation of any USCG comments. 2.2 ANNUAL TITLE V COMPLIANCE CERTIFICATION - Prepare the annual Title V permit compliance certification required by the Title V permit. This report will be based on information provided by USCG facility personnel, and shall be a summary report of compliance for the previous year of operation. Contractor will provide the CG with an information request list prior to completing the report. 2.3 EMISSION CERTIFICATION REPORT – Contractor shall prepare the annual Emissions Certification Report in accordance with guidelines set forth by the MDE. Report will identify the various sources at the site which require reporting, and will calculate emissions based on data provided by you USCG facility personnel, following MDE and EPA guidelines. Contractor will provide the USCG with a list of information required for completing the calculations a minimum of 45 calendar days prior to the report due date. Contractor will provide at least one recent past emission statement report for the site in order to be consistent with previous reporting approaches as appropriate. 2.4 AIR TOXICS CERTIFICATION REPORT The contractor shall prepare the annual Air Toxics Certification Report in accordance with guidelines set forth by the MDE. The contractor shall identify the various sources at the site which require reporting, and will calculate toxic pollutant emissions based on data provided by USCG facility personnel, following MDE and EPA guidelines. Contractor will provide the USCG with a list of information required for completing the calculations a minimum of 45 calendar days prior to the report due date. After estimating the emissions, contractor will prepare a draft copy of the Emissions Certification Report for USCG review. Contractor will provide the draft submittal to the USCG a minimum of 8 (eight) work days prior to the due date to ensure sufficient time for thorough review and the contractor’s incorporation of any USCG comments. The report must include an identification of each term or condition of the permit that is the basis of the certification, the compliance status, the methods used for determining the compliance status of the source, and whether the compliance was continuous or intermittent. The reports will be certified by a responsible USCG official. USCG will provide other pertinent reports and records for the reporting period, on which the annual certification will be based, will be available to the contractor. 2.5 SEMI-ANNUAL BOILER SOx EMISSIONS REPORT - Contractor shall prepare the 2 (two) semi-annual reports required per 40 CFR 60.48c under the EPA’s New Source Performance Standards (NSPS) for Small Industrial-Commercial-Institutional Steam Generating Units. The Report will include information required by the NSPS relative to emissions of sulfur oxides from the two vapor power international steam generators at the facility, including (but not limited to): •30-day average SO2 emission rates or 30-day average sulfur content for the period. •30-day average percent of potential SO2 emission rates during the period. •Fuel certifications. Various other emissions information and data for the period. 2.6 MISCELLANEOUS COMPLIANCE ASSISTANCE – provide miscellaneous compliance assistance advice, recommendations, support, etc. as requested by the USCG on an as needed basis not to exceed 80 hours per year. 3.0 Schedule 3.1 Schedule for all reports is as specified above. Schedule for all compliance assistance will be determined on a project specific basis. XII.Place of delivery is: USCG Engineering Logistics Center, 2401 Hawkins Point Road, MS 10, Bldg 4, Baltimore, MD 21226. The Government intends to award on an all or none basis to a responsible offeror whose offer conforms to the solicitation and provide the Government with the best value. XIV.OPTIONS: Each option extending the term of this contract shall be for a period of one (1) year from the effective date of each option.
