Description
Work consists of providing all plant labor, equipment, and material, to perform all work in conjunction with the demolition of family housing units located at Seymour Johnson AFB, NC. Work includes demolition, to include asbestos abatement of all structures (houses, carports, fences, driveways, walkways, porches, patios, and landscaping rocks/bricks/borders associated with the designated units. It does not include any streets, the aprons connecting the driveways to the streets, or the sidewalks running parallel and adjacent to the streets (except for Wayne Manor). Driveways are to be removed from the carport down to the joint closest to the house side of the sidewalk, leaving the apron intact as an integral part of the sidewalk path (except for Wayne Manor). Any portions of the sidewalks or aprons that are damaged by the Contractor will be replaced by the Contractor at the discretion of the Contracting Officer at no expense to the Government. In Wayne Manor, the contractor shall remove the driveway and apron entirely and install new curb/gutter to match existing. Contractor shall patch asphalt pavement to match existing as required. Contractor shall also install new sidewalk (if existing on that side of the road) to make a continuous walk way. Contractor shall ensure proper drainage of new sidewalks and curb/gutter. The demolition consists of five phases of houses (P1A-P1D, and P2A), and two option phases (P1E and P2B), if awarded. Period of Performance and Magnitude: The period of performance is 645 calendar days inclusive of a 120 day submittal period and two options, if awarded. The period of performance is 525 calendar days if options are not awarded. The magnitude for this requirement is between $1,000,000.00 and $5,000,000.00. This is a competitive 8(a) Program procurement limited to qualified 8(a) concerns located in the Small Business Administration (SBA) Southeast Region IV (NC, SC, FL, GA, TN, AL, and KY). All other concerns are deemed ineligible to submit offers. The applicable North American Industry Classification System (NAICS) code for this acquisition is 238910. The resultant contract will be firm-fixed price. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government after determining the acceptability of offers. Past performance is significantly more important than price. Past performance must be recent and relevant. The solicitation will be issued electronically on or about 8 Apr 08 via the Federal Business Opportunities (FBO) web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is issued, it is incumbent upon interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), WinZip (.zip or.exe.), and / or AutoCAD. More information concerning these viewers can be found on the FBO website. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award.
