- Description
- The following is for a M1903 Facsimile Drill Rifle. The appearance, weight, balance and physical dimensions of the replica must be representative of a demilitarized Springfield.30 caliber, M1903A3 Rifle and or equivalent or as described below. 1. Design verification: When specified in the contract or purchase order, a sample of the facsimile or drill rifle shall be subjected to design verification. 2. First article: When specified in the contract or purchase order, a sample of thefacsimile or drill rifle shall be subjected to first article inspection in accordance. 3. Interface and Inoperability Requirements: Each drill rifle shall accommodate the following inputs and interfaces. 3a. Appearance: The drill rifle shall visually appear generally the same size, shape, and color as the demilitarized Springfield.30 caliber M1903A3 rifle. 3b. Detail: The minimum level of detail required for metal components includes representations of the following: Front Sight (no blade insert), Bayonet Stud Band (without bayonet lug), Stacking swivel (may be integral to Bayonet Stud Band), Front Sling Swivel and Band (positively retained in position), Floorplate/Triggerguard/Trigger (single unit or assembly), Rear Sight (proper profile plus windage knob), Cocking Knob (fired position when bolt is closed), Bolt handle/knob and cylindrical body (no safety lug or extractor representations required). 3c. Butt Plate: The butt plate shall be similar to the originaldemilitarized Springfield.30 caliber M1903 rifle butt plate (without the hinged door or without a functional hinged door) in its configuration and mount to the drill rifle. 3d. Weight: 8.5 +/- 0.1 lbs 3e. Length: The overall length of the drill rifle shall be 43.2 +/- 0.1 inch, of which includes a barrel length of 24.875 +/- 0.05 inch (measured from front edge of ejection port opening based on M1903A3 receiver. 3f. Center of Gravity: The center of gravity of the drill rifle shall be within +/-.5 inch along the barrel axis of the Springfield.30 caliber M1903A3. 3g. Materials: Unless otherwise specified, the materials selected are the prerogative of the contractor provided all materials are capable of fully meeting the operating, interface, ownership and support, and operating environment requirements specified herein. 3h. Design Simplicity: The drill rifle shall contain as few parts as possible. It shall include no more than 15 major/minor parts or assemblies. Fasteners (i.e. screws, nuts, bolts, pins shall be counted as part of the assembly it secures). 3i. Interchangeability: All removable parts shall be interchangeable from one drill rifle to another of same and different production batches. 3j. Maintainability: All removable parts shall be designed for easy replacement by the user without the use of any special tools or equipment (i.e. hammer, punch, screwdriver is acceptable). 3k. Finish: All metal parts shall be receptive to decorative chroming, other plating, or painting without excessive preparation. 3l. Operating Requirements: Each drill rifle shall provide the following functional, operational, and performance capabilities. 3m. Functioning: Theonly part of the rifle that shall be functional is the sliding bolt. 3n. Bolt Assembly: The bolt assembly shall be operational to include 90 degrees of rotation for unlocking and 2.5 +/- 0.1 inch stroke with positive stops/tracking. 3o. Ejection Port: The ejection port shall remain filled with an extended bolt body cylindrical profile throughout the entire stroke of the bolt. 3p. Bolt Handle: Rotation of the bolt handle out of battery shall require a force between 10 lbs to 15 lbs to be applied at the base of the bolt knob to cause the bolt body to rotate. 3q. Sight: The rear sight shall be removable without leaving any protrusions or sharp edges (a threaded hole is acceptable). 4. Environmental Requirements: Each drill rifle shall operate without evidence of cracking, distortion, or damage that may impair its intended operation or loss of performance, under the following environmental conditions. 4a. 12 Feet Drop Test: The fully assembled drill rifle shall withstand repeated 12 feet +/- 2 inch drops onto concrete. The drill rifle shall show little to no evidence of separation, cracking, bending, warping, splintering, denting, chipping, breakage, or other weakness in structural integrity. 4b. 6 Feet Drop Test: The fully assembled drill rifle shall withstand repeated 6 feet +/- 2 inch drops onto concrete. The drill rifle shall show little to no evidence of separation, cracking, bending, warping, splintering, denting, chipping, breakage or other weakness in structural integrity. 5. Corrosion Resistance: Metallic components shall be constructed of corrosion resistant material or coated with corrosion resisting protective coatings. 6. Ownership and Support Requirements: Each drill rifle shall possess the following life-cycle ownership characteristics. 6a. Product marking: each rifle shall be assigned a 6-digit individual serial numbermarked on the top of the receiver assembly to the rear of the hand guard. Each rifle shall also be marked according to government nomenclature requirements (up to 20 characters). Manufacturer lot numbers, etc., may be added. 6b. Safety: The drill rifle shall perform its intended use without posing any risks or safety hazards to the user (e.g. no sharp edges or damage that could result in splinters or sharp edges or parts that could fly apart and result in injuries). The rifle shall also not be capable of chambering or firing any type of cartridge. 6c. Safety Cap: each rifle shall be provided with an orange polymer cap over the end of the barrel that shall be capable of being removed and replaced by hand. 6d. Workmanship: The fabrication and assembly of the rifle shall comply with the best standard commercial practices. All parts shall be fabricated and finished in a thorough, workmanlike manner and all manufacturing, processing and assembly operations shall be correctly performed. The parts shall be clean and free of burrs, sharp edges, unblended radii, surface defects, cracks, chips, dirt grease, oil, (except where specifically required), rust, foreign matter or any evidence of poor workmanship that could render the system unsuitable for its intended purpose. The fabrication shall be processed in such a manner as to be uniform in quality and shall be free from defects that affect serviceability and appearance. Interested potential offerors which can meet the functional requirements as described herein are encouraged to send existing commercial product literature and commercial price lists that will provide the Government with the ability to determine the adequacy of the offered product for meeting the requirement. The Government must be able to make an adequacy determination based on the literature provided and will not accept hardware samples at this time.
