- Description
- The Information Technology Services Contracting Team (ITSCT), U.S. Department of Agriculture is seeking Enterprise Wholesaler Local Exchange Carriers (EWLECs) of any business size status to compete for an upcoming requirement to accomplish consolidation of at least 80% of the approximately 26,000 ITS Plain Old Telephone Service (POTS) lines, located nationwide within the USDA Service Center Agencies (SCA), into a one-stop shop environment to be managed by a single Enterprise Wholesaler Local Exchange Carrier (EWLEC). The SCA includes, but is not limited to, the following USDA agencies: the Farm Service Agency (FSA), the Natural Resource Conservation Service (NRCS), and the Rural Development (RD). The Government requires the Contractor to provide all necessary resources (management, supervision, labor, tools, materials, and other items and services) to achieve the following objectives: (1) Manage and perform a successful transition and management of a one state pilot as a prerequisite to transition and management of a full nationwide rollout, (2) acquire and manage at least 80% of the POTS lines nationwide and associated accounts for ITS, (3) Provide a well-defined, user-friendly online Internet Order Entry and Real-Time Tracking Web site to receive, manage, and track all orders received from USDA/OCIO/ITS Authorized Designated Agency Representatives (DARs) for moves, additions, changes (i.e., feature changes, such as rollovers, call forwarding, call waiting, etc.), disconnections, and repairs of POTS lines, (4) Receive, manage, and track all orders received from DARs for moves, additions, changes, disconnections, and repairs of new and existing POTS lines, via the Web site, and also provide for order submission via e-mail, fax, or phone in the rare instance of Web site non-availability, as well as for submission of bulk orders, (5) Provide Invoice Billing Services to include one monthly consolidated invoice for all transitioned POTS lines, and (6) Provide reports, financial analyses, and inventory and audit management for all transitioned POTs lines. INFORMATION TO BE SUBMITTED: ONLY RESPONSES SUBMITTED VIA E-MAIL WILL BE CONSIDERED. The Government will utilize the information received to ascertain small business capabilities for the work defined herein, finalize its procurement strategy, and develop a vendor mailing list for the final solicitation. Respondees to this Sources Sought shall submit the following: (1) Vendor business name, (2) Vendor address, (3) Vendor business size status, (4) Vendor point of contact (POC), (5) POC contact information (phone and e-mail), (6) Vendor web URL (if applicable), (7) Vendor GSA Federal Supply Schedule (FSS) Number (if the work described herein is available for purchase under the vendor’s GSA FSS), (8) Vendor DUNS number, and (9) Brief Statement of Capabilities and brief Summary of Past Performance Experience in performing the type of work specified herein (no specific format required)
