- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) Requirements Contract which will consist of One (1) Base Year and Four (4) Option Years for Scheduled and Emergency Drydock Repairs to the 140 FOOT WTGB GREAT LAKES ICEBREAKING TUGS AND 120 FOOT BARGES. The acquisition will be solicited as a Small Business Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about 15 May 2008. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all requests via e-mail Viki.J.Frey@uscg.mil. The standard industrial classification code is 3731 and the NAICS is 336611. The five (5) vessel’s and their homeports that will be covered under this contract are (1) CGC Katmai Bay-(WTGB-101) / Sault Ste Marie, MI, (2) CGC Bristol Bay- (WTGB-102) / Detroit, MI, Plus 120 Foot Barge, (3) CGC Mobile Bay-(WTGB-103) / Sturgeon Bay, WI, Plus 120 Foot Barge, (4) CGC Biscayne Bay-(WTGB-104) / ST Ignace, MI (5) CGC Neah Bay-(WTGB-105) / Cleveland, OH. These vessels are geographically restricted to the Great Lakes. All work will be performed at the contractor’s facility. The performance period is forty-nine (49) calendar days for those vessels without barges and fifty-six (56) calendar days for those vessels with barges. The anticipated start date for the first availability under this contract will be on or about 31 July 2009. The scope of the acquisition is for (1) Welding Repairs, (2) Cleaning and Inspecting fuel and Oil Tanks, (3) Clean and Inspect Sewage and Grey Water Collection and Holding Tanks, (4) Remove, Inspect and Reinstall Propeller Shaft, (5) Overhaul Shaft Seal Assembly, (6) Renew Shaft Covering, (7) Renew Stern Tube Bearing Staves, (8) Remove, Inspect, and Reinstall Propeller, (9) Perform Shaft Alignment Inspection, (10) Perform Minor repairs and Recondition of Propeller, (11) Clean and Test Heat Exchangers, (12) Renew Depth Indicating Transducers, (13) Overhaul and Renew Valves, (14) Overhaul Fuel Oil Manifold, (15) Remove, Inspect and Reinstall Rudder Assembly, (16) Upper Roller Bearing, (17)Perform Anchor, Anchor Chain, and Ground Tackle Maintenance, (18) Preserve Various Bilge Surfaces, (19) Preserve Chain Locker, (20) Preserve and Disinfect Potable Water Tanks, (21) Preserve Ballast Tanks and Voids, (22) Preserve Main Mast Fore Mast and Stub Mast, (23) Preserve Sewage and Grey Water Collection and Holding Tank, (24) Preserve Weather Decks, (25) Preserve Underwater Body, (26) Preserve Freeboard, (27) Provide Temporary Logistics, (28) Routine Drydocking (29) Clean Inspect and Test Grid Coolers, (30) Overhaul and Renew Valves (Barge), (31) Overhaul Bow Thruster (Barge), (32) Preserve and Disinfect Potable Water Tanks (Barge), (33) Preserve Ballast Tanks and Voids, (34) Preserve Sewage and Grey Water Collection and Holding Tanks, (35) Preserve Underwater Body (Barge) (36) Composite Labor Rate, and (37) Lay Days. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. All reference documents are available for viewing at 300 East Main Street, Suite 500, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
