- PRESOLICITATION NOTICE: The National Park Service (NPS) is currently planning to award a contract for Cold In-place Recycling (CIR). A) Project Scope: The contractor shall perform cold in-place recycling of road surfaces in Yellowstone National Park. B) All responsible businesses may submit a proposal which shall be considered by the National Park Service. C) Estimated Price Range: Between $1,000,000 and $5,000,000. D) We anticipate the Request for Proposals (RFP) will be issued on or about 4/25/08 and will be available through www.fbo.gov. E) Site visit: Contractors are encouraged to tour the Park roads prior to submitting a proposal. Contractors should consult www.nps.gov/yell to determine road closures prior to visiting the park. F) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. G) Period of Performance: Mid to late summer 2008 H) Evaluation Criteria / Factors: Selection will be based on price and non-price factors and award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The following are the anticipated non-price evaluation factors: 1. Prior Experience, 2. Past Performance. The National Park Service shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations.
