- Description
- The US Army ARDEC is conducting a market survey to identify potential HUBzonesources to undertake a program to obtain, install, test and assess commercially available modular Multi-Use/Urban Operations Joint Training Systems. All interested firms shall submit their technical capabilities (1-10 pages) for the above to include the following at no cost to the Government. The Multi-Use/Urban Operations Joint Training systems shall allow for training in urban operation tactics and methodologies in a safe, affordable, environmentally sound and efficient manner using modular reconfigurable structures for less-lethal force-on-force training methods. The modular training units will be evaluated as a method further reducing the environmental impacts while providing a sustainable training capability and will be assessed for modification specific to the users needs. Units will be assessed at multiple locations and therefore must be easily transported, with a set-up time of less than 0.02 man hours per square foot of floor space. The modular training units shall be quickly reconfigurable to facilitate constant variability in training scenarios without building elaborate training facilities and shall accommodate a minimum of 3 vertical stories. The modular Multi-Use/Urban Operations Training Systems shall meet the following attributes: (1)Frame & Panel Construction of with interchangeable interior and exterior walls (2)Nominal wall size shall be 4-feet wide by 8-feet high and shall not exceed 55 pounds in weight (3)Material of construction for the panels shall be non-metallic and non-marking with molded-in color finish (4)Dimensions of the modular frames shall meet the requirements of ISO 1496 (5)Connections of the modular frames shall meet the requirements of ISO 3874 (6)Structures shall be self-supporting (on firm level ground) without the need for a permanent foundation (7)Configuration shall accommodate a minimum of 3-vertical stories (8)Stair locations shall be reconfigurable without equipment (9)Panel reconfigurations shall be achieved without tools (10) Ability to create large rooms with different configurations. Rooms shall be configurable to a dimension of at least 20-feet wide by twenty-four feet long (11) Training module units shall be compatible with all less-lethal rounds (up to and including 60-caliber) (12) Training module units shall have a walkable roof and rappel points (13) Stress inoculation scenarios simulated with smoke, smell and sound (14) Other features shall include: reconfigurable interior stairs, exterior stairs, reconfigurable hallways, reconfigurable window locations, reconfigurable exterior door locations, reconfigurable enclosed stairwells, simulated crawl space, breach doors, breach windows, active ventilation, dimmable lights, OSHA compliant stairs and hand rails for the stairs and elevated platforms, withstand 70-mph wind loads, floor load capacity for a minimum of 100-pounds per square foot, a concentrated floor loading of 1,000-pounds, and wall systems to withstand a 500-pound lateral force. (15)The modular training units shall be compatible with commercially available off the shelf targetry and instrumentation systems. The modular units meeting the above requirements for less-lethal force on force training shall have a delivery time not to exceed 120-days to assess the trainees performance. After delivery and installation of the units, the operability will be assessed. Feedback from the training exercises will be provided to identify desirable modifications to further meet specific user requirements. Interested firms, who feel they are capable, are invited to indicate their interest by providing to the U.S. Army a brief summary of their companys capabilities including a brief description of training units and verification of existing prototype/commercially available units. These technical capabilities shall be submitted electronically thirty (30) days from the date of this notice to Mr. Thomas Howes (email address: thomas.howes1@us.army.mil).
