Description
Specialty Center Acquisitions, NAVFAC (SCAN), Port Hueneme, California, is preparing to release a Request for Proposal (RFP) for Environmental Services at various locations within the United States and its territories. The majority of the work will be in support of Navy and Marine Corps organizations; however, some task orders will be in support of other federal agencies, or other business lines that request assistance from the Naval Facilities Engineering Service Center (NAVFAC ESC). Resulting Contracts will be fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ), Environmental Multiple Award Contracts (EMAC). This procurement is reserved for competition in the Section 8(a) program pursuant to the Small Business Act. Firms must be registered in the Contractors Central Registration (CCR) and must have North American Industrial Classification System (NAICS) code 541620, Environmental Consulting Services among their approved codes. The intent is to award a firm! -fixed price multiple award contracts to at least two firms, but no more than five. The resulting contracts will be awarded for a base period of one year with four one-year option periods. The minimum guarantee for each contract is $10,000. The aggregate value of task orders issued under the resulting contracts shall not exceed $75,000,000. The Government intends to award without discussions; therefore, offerors should submit proposals that contain their best terms. The services to be acquired will consist of, but are not limited to, support for: (1) Innovative Environmental Solutions in CERCLA/RCRA public participation support, Natural and cultural resources management, and National Environmental Policy Act (NEPA) support; (2) Support for guiding and managing innovative environmental projects such as Cleanup approaches for contaminated sediments, Long-term monitoring strategies, Innovative sampling strategies, and Site characterization, data analysis, and data management! utilizing the Triad approach and the Navys Installation Restoration Information System (NIRIS); (3) Providing Environmental reporting and document preparation, which include written reports, memoranda, letters and documentation such as streamlined record of decision (ROD), innovative environmental technology data sheets, user needs assessments, literature reviews; (4)Innovative environmental solutions outreach, such as Support conference, classroom and symposium-based instructional needs, complementing public participation requirements; and (5) Environmental program management support, which includes developing manuals and program documents. Formal source selection procedures will be followed as prescribed by Federal Acquisition Regulation (FAR) Part 15 and FAR Supplements as applicable. Contracts will be awarded to the responsible qualified 8(a) firm(s) whose proposals, conforming to the solicitation, offer the "Best Value" to the Government, price and other factors considered. The contracts will be awarded for a base period of one year wit! h four one-year option periods. FAR Clause 52.217-8 Option to Extend Services will be incorporated into the resulting contracts. Fair opportunity will be provided for all resulting task orders in accordance with FAR 16.505(b). The Sample Task Order (imaginary project) proposed for this procurement is for an Optimization Study focusing on the groundwater treatment system presently being operated at the Naval Base Ventura County (NBVC). The Offerors are to describe all modeling (groundwater and cost) required to complete the Optimization Study. This task will address optimization evaluation of remedial actions and monitoring at Port Hueneme, Naval Base Ventura County. Proposals will be evaluated based on the following evaluation factors: Factor 1 - Technical, Factor 2 - Management, Factor 3 Corporate Experience, Factor 4 Past Performance, and Factor 5 Price for Sample Task. Factors 1, 2, 3, and 4 are of equal importance to each other. All evaluation factors other than p! rice, when combined, are approximately equal to price. Proposals shall be submitted in accordance with Sections L, and M of the solicitation. The solicitation will be available by electronic media only and can be downloaded free of charge via the Internet World Wide Web at http://neco.navy.mil or http://www.eps.gov under pre-solicitation notice N62583-08-R-0036. Amendments will be posted on NECO web site for downloading. This will be the only method of distribution; therefore, it is the offeror(s) responsibility to check the web site periodically for any amendment(s) to this solicitation.
