The instructions of the BAA clearly state the delivery time and location for all proposals. The California address refers to the address of the higher contracting headquarters. DO NOT send proposals to the California address, rather follow the instructions below to be considered responsive. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3).
