Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends tosolicit and award on a sole source basis an indefinite-quantity indefinite-delivery (IDIQ) type contract with cost plus fixed fee (CPFF) pricingarrangements to Solute Consulting, Inc., 4350 Pacific Highway, Suite 211, SanDiego, CA 92110-3222, for technical and engineering support services ofAirborne Networking (AN) and the Automated Digital Networking System (ADNS)in support of the Rapid Technology Transition (RTT) project which involvesdeveloping an Airborne Networking Architecture. This requirement is a follow-on to contract N66001-05-C-5051 where Solute provided support for the RTTAirborne Networking project. As such, Solute has gained detailed knowledge ofand extensive experience with airborne tactical concepts of operations andcommunication, naval networks, ADNS, and the Joint Capability and IntegrationDevelopment System (JCIDS) requirements process. This notice is not arequest for competitive proposals. A determination by the Government not tocompete based upon responses to this notice is solely within the discretion ofthe Government. Information received will normally be considered solely forthe purpose of determining whether to conduct a competitive procurement.Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) andFAR 6.302-1, Only one responsible source and no other supplies or services willsatisfy agency requirements. The use of any other source for this acquisitionwould result in the duplication of cost and time to develop the technicalcapability within another contractor's workforce resulting in substantial addedcost that is not expected to be recovered through competition. The applicableNorth American Industry Classification System (NAICS) Code is 541512, andthe size standard is $23M. The estimated level of effort is 80,000 hours forthe entire performance period that will consist of a base period of three yearsplus two (2) one-year options.
