- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and is full and open. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VVPA8072A002. The 6th Contracting Squadron (6th CONS) at MacDill AFB in support of United States Central Command (USCENTCOM) is requesting quotes to provide US CENTCOM Public Affairs Office an online, national and international media contact database subscription. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24, effective 28 February 2008, DFAR DCN 20080331, and AFFAR AFAC 2008-0128 effective March 31, 2008. The North American Industry Classification System (NAICS) is 519130 with a small business size standard of 500 employees. A firm fixed price contract will be awarded. All interested parties must bid on all items. DESCRIPTION: Provide US CENTCOM Public Affairs Office an online, national and international media contact database subscription for three accounts to use and collaborate on research and compiling of news articles concerning U.S. CENTCOM operations. The period of performance will be a base of one year plus four (4), one (1)-year option periods. The contractor will be required to perform the following tasks: 1. A one year subscription for an online full-text news article and transcript library that is continuously updated with four one-year options for subscription renewal. 2. Individual CENTCOM PA Office users must be able to look up specific articles within chosen publications and retrieve full-text of articles instantly. 3. Service that allows users to search by publication, article title, author, and topic area. Users must be able to print and share content with other CENTCOM PA Office members. Articles will not be mass-emailed or mass-distributed outside internal chain of command. 4. Online library must include media transcripts and news content from all major newspapers (to include but not limited to Wall Street Journal, London Times, LA Times, New York Times), blogs, radio, television, newsletters, journals, national and international wire services, and news websites. This online news article and transcript library must include International media. 5. Training opportunities for staff members using service. 6. Technical support between 8:30 am and 5:30 pm EST, Monday through Friday, toll free. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable IAW DoD 4500.36R. The following Air Force Federal Acquisition Regulation (AFFARS) clause applies and is incorporated in full text: AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. The offeror shall provide its DUNS, or if applicable its DUNS + 4 number with its offer, which will be used by the Contracting Officer to verify that an offeror is registered in the CCR database.
