- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number DLQ080022. This document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 212321. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. DESCRIPTION OF WORK: Supplying, delivering and stockpiling Basalt Rock Boulders at four Wilson Creek Sites along Wilson Creek Road and Hardtrigger Road in Owyhee County. Boulders shall be angular with a minimum of 30" and a maximum diameter of 48". Rounded boulders will not be accepted. THE LINE ITEM NUMBER IS: Line Item 0001, Angular, Basalt Boulders 30" - 48" Diameter, Quantity 900 each. LOCATION 1. Wilson Creek Wayside - off of Wilson Creek Road, T1S, R3W, Section 3.2. Wilson Creek Overflow Parking - off of Wilson Creek Road, T1S, R3W, Section 8.3. Hardtrigger Road #3729/#37131 - T1N, R4W, Section 24.4. Hardtrigger Road #3729/#W270 - T1N, R4W, Section 36. CONTRACTOR-FURNISHED MATERIALS Contractor shall supply 900 angular, basalt rock boulders ranging in size from 30" to 48" in diameter. The following boulder quantities shall be delivered to each site: 260 - Boulders at Wilson Creek Wayside260 - Boulders at Wilson Creek Overflow Parking280 - Boulders at Hardtrigger Road #3729/#37131100 - Boulders at Hardtrigger Road #3729/#W270 DELIVERY: Contractor shall deliver the boulders within 45 days after receipt of order; with deliveries to occur, between the hours of 8 a.m. and 4:30 p.m. Monday through Thursday. GOVERNMENT-FURNISHED MATERIALS The Government will provide the flagging at the drop site locations, and will have a representative on-site between 8:00 AM and 4:30 PM. The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Quotes shall be submitted in writing on company letterhead and must include the RFQ number, the company name, point of contract, address, phone number, fax number, DUNS number, the delivery period in terms of the number of weeks or days, the unit price, the extended price, and any prompt payment discount terms.
