- INSTRUCTIONAL SUPPORT FOR FUNDAMENTAL ANTI-TERRORISM/FORCE PROTECTION TRAINING FOR NAVY SECURITY FORCES IN THE PACIFIC REGION Synopsis The Naval Air Warfare Center, Training Systems Division (NAWCTSD) at Orlando, FL, has established a requirement for training services in Pearl Harbor, HI; Yokosuka, Japan; and/or other Fleet Concentration Areas (FCAs) for Anti-Terrorism/Force Protection (AT/FP) training. The overall objective is to provide a contracted source for personnel and associated support for AT/FP training for Navy Security Forces (NSF) in the Pacific Region. This contracted source will provide Instructional Only (I/O) services with fully qualified and certified personnel who are capable of providing the required instruction in AT/FP Leadership and AT/FP Weapons-Based training. AT/FP Leadership and AT/FP Weapons-based instructors deliver training in support of the Navy’s Anti-Terrorism Program requirements which includes the Anti-Terrorism Officer (ATO), Armed Sentry/Security Reaction Force-Basic (AS/SRF-B), Security Reaction Force-Advanced (SRF-A), Small Arms Marksmanship Instructor (SAMI), Anti-Terrorism Training Supervisor (AT TRASUP), and Non-Lethal Weapons Basic Instructor (NLW BI) courses and any future related courses requiring training in NSF and small arms weapons type skills. These courses are designed to provide students with the requisite knowledge to perform specialized functions within their command’s Anti-Terrorism Program. Instructional delivery documentation, student evaluations, equipment and materials support will be provided to the contractor by the Government. The contract period of performance is up to five (5) years, beginning approximately July 2008. The training provided by the offeror will encompass the course scope and learning objectives identified in the Request for Proposal (RFP) attachments. NAWCTSD Orlando seeks to competitively award this contract on a 100 % Small Business Set-Aside. The basic award will be an Indefinite Delivery Indefinite Quantity Contract (IDIQ) type contract awarded on a tradeoff/best value process basis. Specific details will be provided in the formal RFP N61339-08-R-00007, which will be posted on the World Wide Web at “http://nawctsd.navair.navy.mil/EBusiness/BusOps/Index.cfm” (click on Open Acquisitions) on or about 30 April 2008.
