Description
DESCRIPTION: The U.S. Coast Guard intends to procure TRAINING FOR CH-144A (CASA) FLIGHT LINE PROPELLER TECH AND REPAIR COURSE. This notice is a combined synopsis/solicitation for a commercial item in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a(n) Unrestricted basis. SCOPE: Background: the U.S Coast Guard, Chief of Aeronautical Engineering (CG-41) manages a network of aircraft mechanics across the country that provides safe and operable aircrafts, ready to perform the various Coast Guard missions on a moments notice. In order to ensure the safety of our aircrews and the continued excellent stewardship of the American tax-payers resources, the Coast Guard will need to provide it’s aircraft maintenance personnel the best propeller maintenance training possible to meet these challenges. Purpose: This statement of work is to acquire services of a commercial vendor to conduct one week courses designed to train Coast Guard personnel in line maintenance and repair procedures for the 14RF propeller system installed on the HC-144A (CASA CN-235) aircraft. A total of (6) personnel will require this training per class convening. Objectives: The Contractor shall provide information to train Coast Guard personnel in 14RF propeller maintenance and repair. Topics addressed include but are not limited to the following: -Familiarization with the description and operations of 14RF propeller systems. -Familiarization of the propeller removal and installation procedures -Familiarization of propeller disassembly and reassembly procedures -Familiarization of propeller blade repair -Familiarization with inspection of 14RF propeller systems and components -Familiarization of propeller balance and rigging techniques REQUIREMENTS: The contractor shall provide training to Coast Guard personnel. The course shall be delivered in a 5 day session. The training will take place in both a classroom setting and a shop/lab environment. At least 60% (sixty percent) of instruction time shall be “hands-on” training. CONTRACTOR FURNISHED INFORMATION: The contractor shall provide all necessary materials to perform all tasks. This includes course material (i.e. hand-outs, books and tools) to be used during the training and other required information. GOVERNMENT FURNISHED INFORMATION: The government will screen and provide all attendees for each course convening date. SCHEDULE FOR DELIVERABLES: Initial contact between the contractor and the U.S. Coast Guard shall be at least 2 (two) months prior to the physical start date of each convening date. Contact can be achieved by phone conversation, E-mail, and physical meeting at the U.S Coast Guard Headquarters, Washington D.C, or at the contractor’s facility. -Request the course dates are in June 2008, and 6 (six) students will be attending. Unforeseen circumstances that may interfere with this schedule shall be managed by mutual agreement between the contractor and the AMT Rating Force Master Chief, Michael S. Peterson. HOW TO RESPOND: In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 2:30 P.M., April 25, 2008. All questions regarding this request for quotes must be submitted in writing via fax or email. Telephone inquiries are strongly discouraged. Technical proposals must include: (1) Specific approach in meeting requirements outlined in the services and compatibility of system/process with existing agency configuration. (2) Past performance history (current or within the last 18 months) on projects similar in scope and nature, with specific references (including project identifier/contract number and description, period of performance, dollar amount, client name and current telephone number). References will be checked to validate the information provided and to determine reliability/dependability. (3) Key personnel (those who would have the primary responsibility for performing and/or managing the project) with relevant qualifications and specific experience. Cost Proposal: Provide Firm Fixed-Price. Offerers must submit an original and one copy of the proposal to Emmanuel Jones, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Proposal Evaluation Criteria: (1) Past performance of your organization, including adherence to schedules and budgets, the acceptability of previous products delivered, effectiveness of program management, and the offerer's willingness to cooperate with the customer in both routine matters and when confronted by unexpected difficulties. (2) Technical approach. (3). This will be a Best-Value award determination. Price and Past Performance, and technical data will all be determining factors in this solicitation.
