Description
This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Division. The requirements are to solicit quotes for the acquisition of yearly inspections and recertification of approximately 252 survival vests, for the Aircraft Operations Center, MacDill AFB, FL. This notice constitutes the only Request for Quote (RFQ). Written offers are being requested. A hardcopy written RFQ will not be issued. This is a Small Business Set-aside. Any small business source, able to provide the services to inspect, test, repair, repack re-certify and provide upgrades for survival vests carried aboard NOAA aircraft. A total of 252 Switlik Special Operations Vests, model number HV-35C, Type A, part number S-7200-16 per year is anticipated. This is intended to be a five year contract. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certification and Representations through the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Contractors are required to go on-line at www.bpn.gov to complete its representations and certifications. This notice is hereby issued as RFQ No. WC133M-08-RQ-0356. Estimated quantity: 14 Each: Unit Price: $__________ Total Price: $_________ Total Price for Year Five: $____________ Total Price for Years One through Five: $____________ Survival Vest Inspection Statement of Work The National Oceanic and Atmospheric Association (NOAA) Aircraft Operations Center (AOC) at MacDill Air Force Base in Tampa, Florida, has 12 fixed-wing aircraft assigned for a wide range of hurricane penetration, winter storm research, air-quality studies, marine mammal & fish assessments and snow surveys missions. The NOAA Aircraft Operations Center requires safe, reliable and dependable survival vests for its aircraft and personnel. The Switlik Parachute Company was selected to supply the Survival Vests. The Switlik Parachute Company manufacturers marine and aviation life support equipment. The contractor shall provide periodic inspection, test, maintenance, repair, repack, re-certify and upgrades for survival vests carried aboard NOAA aircraft in accordance with Federal Aviation Administration (FAA) requirements. Technical Requirements A 252 Switlik Special Operations Vests, model number HV-35C, type A, part number S-7200-16. The vest contains two flotation cells, two inflators, two carbon dioxide (CO2) 18 gram cylinders, two oral inflation tubes and a water activated battery unit with light. The inspector must possess a current FAA certification to inspect and certify the above items, and be a Switlik authorized aviation service station. The inspector must demonstrate that it incorporates the latest technical data, has approved survival vests packing fixtures and tools, use factory trained technicians in the process of inspection and repacking of the life support equipment listed above. The inspector will check Switlik Survival Vests service file for any pertinent historical data and be authorized to install and inspect a water activated battery unit with light, when needed. The inspector will reference Service Bulletins affecting the noted equipment. Delivery Schedule: The vests are due yearly inspections and the 252 inspections are spread out during the year, about 42 every 2 months. The contractor will show a mechanism for customer service, fast turn-around on orders and the ability to accommodate urgent requests and a location convenient to NOAA Aircraft Operations Center in Tampa, Florida. Period of Performance: Any years Two through Five may be cancelled by the Government if the performance of the Contractor is less than satisfactory or if the contractor does not meet the response times required during any year of the contract period." Evaluation: The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. The evaluation of quotes shall be based on the offeror's responsiveness to the items listed, offeror's price proposal and the offerors ability to exhibit an understanding of the requirements included in this RFQ. The Government will award the purchase order to the contractor that represents the best value for the work. All responsible offerors may submit a response to this notice that will be considered by the agency. 1. Experience in the inspection, maintenance, testing and repair of Switlek survival vests and proximity of the offeror's location to MacDill AFB, FL. 2. Verification of having current FAA Certification to inspect and certify line items. 3. Verification of being a Switlik authorized service station 3. Past Performance References (no more than 3) of similar type work, to include name address and point of contact with phone number, and 4. Completion of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (certification shall be made at http://orca.bpn.gov). Central Region Acquisition Region will download the file, so it is not necessary for the contractor to submit a completed copy. 5. Price Proposal to include pricing for all five years. Signed and dated quotes must be submitted. Quotes must be received on or before close of business May 5, 2008.
