Description
NASA/NSSC has a requirement for a course entitled FRED Tutorial. The objectiveof the training is for employees at NASA Goddard Space Flight Center to learn the opticalengineering software program FRED. The course shall include FRED scripting with VisualBasic.The vendor shall be responsible for providing all training materials to includesoftware and any training books or workbooks necessary for this training. The vendorshall conduct a four day on-site session. Training shall be held at NASAs Goddard SpaceFlight Center on May 19-22, 2008.NASA/NSSC intends to purchase the training course from Photon Engineering LLC; Tucson, AZ85711-4403. Pursuant to FAR 13.106, the acquisition of these services has beendetermined to be reasonably available from only one source. Competition is impracticalfor the following reasons: 1) This is an existing course that meets the needs of NASAGSFC without needing to make changes to the course; 2) The vendor has previously workedwith NASA; 3) Photon Engineering LLC writes and provides the software; 4) FRED is ahighly specialized software package and the only qualified vendor to train this softwareis the Photon Engineering.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 29, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Megan Willis atMegan.M.Willis@nasa.gov.An Ombudsman has been appointed.
