This is a sources sought synopsis for Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, or 8(a) Concerns only. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. West Texas VA Health Care System (WTXVAHCS) has a requirement to construct a new domiciliary on-site which is scheduled to commence on/about October 2008. WTXVAHCS is seeking Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, or 8(a) Concerns only that can provide the following new construction type services. Construct New Domiciliary. The government seeks companies that can provide ground-up construction of a 40-bed stand-alone single story Domiciliary building, approximately 22,500 square feet in area and IAW VA Domiciliary design criteria (i.e., Department of Veteran Affairs, WTXVAHCS Project, Program Guide, PG-18-15, Volume C, dated May 2006), on the WTXVAHCS campus at 300 Veterans Blvd, for support of Veterans Affairs clinical programs in mental, social, and physical rehabilitation. Additionally, it will include but is not limited to: clearing, grading, and excavation on-site; extending utility services from nearby VA building systems or public distribution systems; erecting all components of the building foundation, structure, architectural, mechanical, HVAC, plumbing, sanitary, steam distribution, solid waste disposal, electrical, fire protection, telecommunications, special systems (such as security and duress and other alarms and signaling systems, video surveillance systems, intercoms, public address, building automation), and equipment such as building systems, and program support equipment (kitchen equipment, etc, teleconferencing, etc); patient building; courtyards; exterior signage; and proximity landscaping. Also provide provisions for staging at the site and work phasing. Last, all normal facility activities and back-up to continue in operation during the course of work, with minimum of disruptions or shutdowns of utilities and access roadways. Provisions shall also be made for mitigating activities that could present aesthetic concerns with patients of the WTXVAHCS. Respondents to this notice must indicate whether they qualify as a Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, or 8(a) Concerns under NAICS Code 236220 with a size standard of $31M. The proposed period of performance for this acquisition will be for a base period of 545-days with no options. The term Contractor includes Contractor personnel, subcontractors, and consultants. All contractor personnel shall be considered procurement officials and will be subject to the provisions of Section 17 of the Office of Federal Procurement Policy Act (41.U.S.C.423). Interested Contractors are invited to identify their interest and technical capability to respond to the requirement within 11 working days. Responses are due to the address specified in this Sources Sought Notice by midnight on April 21, 2008. Companies are required to provide 2 copies of their Capability Statement. Capability statements must address relevant experience, existing offerings and past performance. They must also indicate the contractors capability to perform the proposed services identified above. Capability Statements are to be limited to 5 pages (minimum font size 11) and 7 pages of figures and tables. Brochures alone are not sufficient documentation for demonstration of capabilities, conflict free credentials, and unbiased status. Responses will not be returned. This notice of intent is not a request for competitive proposals and will not result in a contact award. Send written responses to Mr. Robert S.
