Description
This is not a solicitation announcement and this notice does not constitute any commitment by the Government. The U.S. Army Corps of Engineers, Mobile District, is conducting a market survey to identify sources and to increase competition acquisition opportunities for Standardized Ladder Climbing Devices. The purpose of this Market Research and Sources Sought Notice is to obtain information on ladder climbing devices offering full compatibility and interoperability with existing fall arrest systems at Arnold Engineering Development Center (AEDC), Arnold AFB, TN. In the interest of safety and efficiency, AEDC is standardizing the ladder safety climb devices used throughout the installation. New ladder climbing devices shall be fully (100%) compatible with the existing base-wide for AEDC, which is LAD-SAF Flexible Cable manufactured by DBIS/SALA, and shall also comply with OSHA 29 CFR 1926.501, 29 CFR 1926.502, and ANSI A14.3. The components of these fall arrest or ladder climb devices consist of several key components which must work together. Cables with guides are installed permanently to the ladder and a removable sleeve with locking device slides up or down the cable. The worker attached their harness to the sleeve and any slipor fall is stopped by the locking action of the sleeve and locking device. Since the sleeve is removable it is protected from weather and can be inspected along with the fall protection harness. Should the worker fall, rescue is much simpler because theworker is already equipped with a harness. The sleeve must be fully compatible with the cable or the system will not work. Standardization with one fully compatible system has great advantage. It provides reduced needs for training because only one system is being used; there is only one method for use and one inspection requirement. There is greater confidence among workers because they can practice and train on the system they are going to use. Standardization results in reduced inventory, every sleeve fits every rail, and greater accessibility thereby ensuring greater use by our workers. Firms interested in being considered shall provide manufacturers name, product data and written statement of compatibility. The written statement of compatibility shall include necessary backup information and support documentation. The results of this synopsis will be considered to be in effect for a period of one year from the date of publication of this notice. The government will not pay for any material provided in response to this synopsis nor return the data provided. This is not a request for offers. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses should be submitted via email to CESAM-MRCCPlansroom@usace.army.mil. You may also mail submittals or send overnight courier to U.S. Army Corps of Engineers, Mobile District, 109 St. Joseph Street, Mobile, AL 36602-3620. Submittals are due no later than 28 April 2008. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposals, only a Request for Information. No award will result from this Sources Sought.
