- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), the National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, Health Effects Lab Division and the Pathology and Physiology Research Branch (PPRB) hereby announces its intent to issue a purchase order to Thermo Environmental Instruments Inc. for three (3) DataRam 4000 Systems: Portable Real-Time Aerosol Monitor. DataRam Portable Particle Sizing Aerosol Monitor; includes Ram-2-184-1 soft-shell carrying case, DR-DOC Digital output cable, MSA-95302 Standard filter cartridge, RAM-20182-1 Analytical filter holder and RAM-2-183-1 Universal charger/power supply. The lab currently owns a Thermo Electron DR-4000. Custom software and a custom hardware interface have been created to allow this unit to work with a welding fume inhalation exposure system. The proposed purchase is for a new unit; the old unit will then serve as a back-up and replacement unit during normal servicing and maintenance and in case the primary unit fails. Both systems must be from Thermo Electron so that the same control software and installation hardware can be used for either unit. Because of the need for compatibility and interchangeability with existing equipment and software, other units were not considered. This project is supported by justification for other than full and open competition to Thermo Environmental Instruments Inc. under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please reference #000HCCC-2008-54316. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Thermo Environmental Instruments Inc., 27 Forge Parkway, Franklin, MA 02038-3135 as the only source and a purchase order will be issued without any additional notices being posted.
