Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-23. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 541611, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. This is a total small business set-aside. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Quote (RFQ) The Government’s period of performance is April 30, 2008 - May 1, 2009. The Food and Drug Administration (FDA) intends to award a purchase order for professional services to review and improve Center for Food Safety and Applied Nutrition (CFSAN) organizational development, assist with the development and implementation of effective management systems and improve employee morale. The Statement of Work is as follows: Objective: The continuing need within CFSAN to conduct organizational assessments and assist with facilitating a smooth transition to the newly established organizational structure for the Center and within a number of offices is extremely important at this time. In addition consulting services are needed to support changing and expanding organizational responsibilities as priorities shift to address and establish new programs and activities associated with the Food Protection Plan, the Import Safety Action Plan, the FDA Strategic Plan, the Memorandum of Agreement with China, the Secretary’s Prevention Plan and other major Center, Agency and Department initiatives. Scope of Work: Independently, and not as an agent of the Government, the contractor shall furnish the necessary personnel, materials and services and otherwise do all things necessary for, or incident to the performance of the work as described below. The Contractor shall work closely with the Director of the Center for Food Safety and Applied Nutrition, the CFSAN Deputy Directors, other members of the CFSAN Senior Leadership Team, the CFSAN Management Council, other CFSAN Managers and Supervisors and other designated officials. The Contractor shall provide expert advice, consultation, assistance, guidance and counseling to support and/or improve management and organization planning and coordination efforts. This may involve individual and/or joint consultation sessions with managers, supervisors and staff. The Contractor shall collect, review and analyze pertinent data on CFSAN management actions, goals and objectives and propose new approaches as appropriate to managers, supervisors and staff. The Contractor shall conduct organizational assessments of current activities and ongoing programs as appropriate and provide a strategic action plan with milestones for proposed changes. Assessments should result in identifying needs and issues to be addressed along with recommendations for changes that will improve work processes within the established priorities. The Contractor shall conduct individual and joint consultations with the CFSAN Management Council, managers, supervisors, and staff as appropriate, to ensure a smooth transition to full implementation of the new organizational alignment including plans for establishing internal priority efforts to enhance management/employee relations for cross-cutting projects. Reports Deliverables: The Contractor shall submit the following reports/deliverables: •The Contractor shall provide three (3) copies of written quarterly progress reports which clearly indicate all activities and time spent on each, accomplishment to date, and problems encountered with actions taken to rectify them or solutions proposed for solving them. •Three (3) copies of final reports shall be a compilation of activities under the contract, any pertinent data collected throughout the project, and necessary backup material. Summary Schedule of Report/Deliverables: Summary Item Quantity Due Dates Quarterly Progress Report 3 copies Quarterly (April, July, October) Final Report 3 copies May 1,2009 Period of Performance: April 30, 2008 to May 1, 2009 EVALUATION FOR AWARD Basis for Award: a. Proposals received will first be evaluated from a technical standpoint without regard to proposed cost. Those proposals considered to be technically acceptable will then be evaluated from a financial and management standpoint. b. Technical factors are significantly more important than cost or price. It is pointed out, however, that should technical competence between offerors be considered approximately the same, then cost or price could become primary. c. FDA will base its award decision using a best value analysis that results in the most advantageous acquisition for the government. FDA’s acquisition strategy used to obtain best value may result in an award to other than the lowest priced, technically rated offeror. Best value analysis spans a continuum from the lowest priced, technically acceptable proposal to those proposals in which tradeoffs between price, past performance, and each offeror’s technical solution is evaluated. This tradeoff process (see FAR 15.101-1) depends on the government’s assessment of quality factors, including but not limited to past performance, compliance with solicitation requirements, technical excellence, management capability, personnel qualifications and prior experience, and price. TECHNICAL EVALUATION CRITERIA: Area Details Percentage Technical Approach The proposal must not merely repeat the “what” information (in the same or a different order) presented by the government in the request for proposal. The proposal must detail the “how” the contractor will complete the “what” required by the government. 10% Project Plan The project plan should demonstrate overall soundness, logical sequence, and procedures to assure addressing the changing needs of the organization at this time and document progress achieved in required deliverables and outputs outlined in the statement of work. The project plan should include proposed procedures to provide flexibility to respond to changes in workload, and unanticipated management or staff needs. Those procedures may include: Identification of tasks; Work breakdown schedule (planned interactions/meetings and next steps); Estimated levels of effort (cost); and Procedures that establish and assure confidentiality and the security of all discussions, conversations and pertinent records. 55% Deliverables The proposal should provide a quarterly report on consultations, related meetings and progress with individuals or related organizational components. Reports should adhere to the aforementioned confidentiality and privacy requirements. 15% Key Personnel Experience and Organizational Capability The proposal should demonstrate the contractor’s experience in providing services to others similar to those outlined in the statement of work. Specifically, experience with addressing changes related to organizational development plans and their impact on staff and organizational components. The proposal should demonstrate the contractor’s administrative, management, and technical support for activities related to the statement of work as demonstrated by the availability of corporate resources such as technical expertise in counseling, human resource development, coaching and other areas of leadership development.. 20% PAYMENT SCHEDULE: Payment will be made in monthly installments based on level of effort (hours worked). FACILITIES: Contractor shall conduct research in space provided by FDA. FDA will also provide appropriate equipment.
