- The Maritime Administration (MARAD) intends to solicit on a sole source basis, a Firm Fixed Price contract with Management Systems Consulting LLC (MSC) utilizing simplified acquisition procedures. MSC shall provide technical assistance on a man-day basis in support of the Ready Reserve Force (RRF) Management System (RMS) process engineering with an anticipated workload of 50 days (exclusive of travel days) over a period of five months. The services may be required in Washington, DC, at the contractor's facility or at other on-site locations. The services may include the following: A.Technical assistance in the formation of a Preventative Maintenance Plan (PMP) within applicable MARAD PMP guidance for RRF ships. Tasks include coaching in the methodology for development of single plan for Reduced Operational Status (ROS) and operations phases and verification of the associated shipboard database;B.quality assurance, formatting for import, and loading of this data into Nautical System Five (NS5);C.to revise and maintain user documentation; and D.to support operations and policy research initiatives. The procurement is a sole source acquisition with MSC under the authority of FAR 6.302-1. MSC is the only known source for providing this support on a short-term basis. MSC has unique knowledge and abilities necessary to meet this requirement. MSC previously developed the prototype PMPs for the MARAD operating divisions that meet all MARAD requirements. This instant action will provide bridge support until a competitive solicitation can be issued and awarded. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to the Contract Specialist via e-mail only (alfredia.rich-murphy@dot.gov) no later than 12:00 Noon ET on the response date shown in this announcement. This procurement is pending availability of funds and will be processed to the point of award.
